When has Museveni ever respected dialogue? Never. Back then, Museveni disregarded the Kenyan-mediated talks that led to the unsuccessful Nairobi peace agreement of December 1985 between the military government of Uganda and the NRM/A. After reaching that agreement to cease fire, he immediately intensified his bush war activities. Museveni has never believed in dialogue. He believes in dominating people, instead!
The Nairobi peace talks, or the ‘Nairobi peace jokes’ (as they were later derided), culminated in the signing of an agreement between the military government of Uganda and the National Resistance Movement/Army (NRM/A) in December 1985. The process took four months of haggling and cajoling. President Daniel Arap Moi of Kenya presided over the proceedings. The NRM/A was led by Yoweri Museveni and the government of Uganda was represented by the Military Council headed by General Tito Okello Lutwa. The Military Council was a coalition of semi-autonomous armed groups, the principal partner being the national army, the Uganda National Liberation Army (UNLA).
Shortly after reaching an agreement with the so called ADF rebels, like the late Kiggundu, husband to mama Fina, all of them have been mysteriously killed slowly and scientifically. Does Museveni still belive in dialogue? The European Union should give us a break.
What was the EU delegation doing at Magere (bobi wine’s residence) besides managing motions for Mr Museveni?
Anyone who thinks the EU will “liberate” Ugandans from Museveni’s misrule, is naive. The EU will instead strengthen M7’s grip on power inadvertently through loans & grants. This EU delegation has a conflict of interest. They still want Museveni around. Museveni has used his army to evict over 20,000 people from land in mubende & kalangala to give it to these “bazungu” in the EU. In 2001, Museveni used his army to force Ugandans off their land in Mubende to make way for a coffee plantation owned by the German and Hamburg-based Neumann Gruppe. The military tore down houses but local farmers protested the land grab and took the issue to court. Their case has been in court for now 20 years. Their files keep getting lost and the court process keeps being delayed. Is this the same EU telling Ugandans to embrace dialogue, with someone who their agent that’s doing their work? Isn’t this a conflict of interest?
The #Neumann group, a german based company were behind the forceful eviction of 7000 people in mubende with the help of Museveni’s army. The European Union should shut up. They have a clear conflict of interest to mediate issues that concern Ugandans.

We shouldn’t just adopt all western pre conditions for their support. Structural Adjustment Policies (SAPs) were introduced in 1987 under the Museveni. Active implementation took effect from 1992 todate.
