The former Rubaga Division Deputy Resident City Commissioner (RCC), Herbert Anderson Burora, has been slapped with criminal summons for skipping Court,
The summons were issued by the Buganda Road Chief Magistrates Court on Tuesday, after the accused, his lawyers and sureties all failed to turn up for mention of the case on December 3, 2024, under unclear circumstances.
Prosecution, led by State Attorney Ivan Kyazze, successfully petitioned court for a directive compelling Burora to appear on January 7, 2025 without fail. This led the Chief Magistrate Ronald Kayizzi to act accordingly with the same orders.
The controversial former Deputy RCC faces charges of spreading hate speech and malicious information against Speaker of Parliament Anita Annet Among.
He was slapped with six counts of hate speech under Uganda’s computer misuse laws. Prosecutors allege that between March and June 2024, Burora used his X (formerly Twitter) account, Harder HB, to publish posts accusing Speaker Among of being a torturer, murderer, kidnapper, and corrupt individual. The content, they claim, was likely to degrade and promote hostility against her.
Burora was consequently suspended from his RCC role in March 2024 by Hajji Yunus Kakande, Secretary to the Office of the President.
The suspension letter cited his disregard for official advice and breach of Public Service Standing Orders by continuing to make unauthorized public statements on social media.
