Embattled Minister for Science, Technology and Innovation, Dr. Monica Musenero is being accused of compromising President Yoweri Kaguta Museveni to fire Keith Muhakanizi from the Ministry of Finance, Planning and Economic Development as its Permanent Secretary and David Obong, the former Permanent Secretary in the Ministry of Science, Technology and Innovation.
Last week, parliament adopted the parliamentary select committee report on Science, Technology and Innovation that discovered that under her watch, Shs. 2.6bn put in place under the Presidential Scientific Initiative on Epidemics (PRESIDE) was mismanaged.
The select committee which was chaired by Xavier Kyooma established that Dr. Musenero misinformed president Museveni that her scientists have the capacity to manufacture COVID-19 medicine and recommended that she steps aside as the office of the Inspector General of Government (IGG) kicks off Investigations on her.
Before the IGG even kicks off with investigations against Musenero, new secrets have emerged pinning Dr. Musenero on compromising the president to fire Muhakanizi and Obong.
Ntungamo Municipality legislator Yona Musinguzi intimated to theGrapevine that Muhakanizi’s journey out of the juicy Ministry of Finance job started when he refused to release billions of money to Musenero’s PRESIDE.
It is alleged that after Muhakanizi had released Shs. 50bn to Musenero, she came back asking for more money before she could give accountability for the first batch released to her.
Muhakanizi refused and told Musenero to first account for the Shs. 50bn.
He disclosed that when the nonsense Muhakanizi refused to release more money to Musenero, she turned her guns on Obong who told her that the ministry does not have money for her PRESIDE initiative because she failed to account for the money she received from the Ministry of Finance.
Musenero had received Shs. 50bn from the Ministry of Finance without Obong’s knowledge yet he was the accounting officer supervising PRESIDE.
We investigated further and sources in State House revealed to theGrapevine that when both Permanent Secretaries refused to release money to her, she rushed to President Museveni and reported them.
Sources asserted that Musenero allegedly told president Museveni that the two PS’ were delaying his wish for Uganda to manufacture COVID-19 medicine to treat Ugandans and other Africans so that they stop relying on Europeans.
A bitter Museveni summoned Muhakanizi and Obong and directed them to look for money which Musenero wanted and give it to her.
The old man from Rwakitura was very bitter with Muhakanizi but to show some mercy to him for being a good cadre, he decided to transfer him to the Prime Minister’s office and replaced him with Ramathan Ggoobi.
Sources added that Obong was fired and when the list of the new Permanent Secretaries was released, Museveni noted that he retired him in public interest.
MUSENERO WARNS MUSINGUZI
When contacted, Musenero denied all the allegations put against her and insisted that she never ate a single coin as many people claim.
“That boy Musinguzi hated me from the day I entered that ministry. They fought me but what I want to tell him is to leave those ungodly things of fighting people for nothing. I’m telling him that even if he pushes me out of the ministry, he will never be a minister like me,” Musenero vowed.
She kisses the ground and swore that she never received any cash as a minister because all the money was handled by the technocrats.
INSIDE DEADLY DEMONSTRATION AGAINST HER IMPEACHMENT
Moses Bote, who claims to be the chief mobilizer of the discontented Ugandans has revealed that they are going to protest against the way Members of Parliament humiliated a decorated scientist like Dr. Musenero.
He divulged that they want to show legislators especially Musinguzi that their mission to impeach Dr. Musenero is in bad faith and it is against patriotism which President Museveni preaches.
He explained that they have written to the Inspector General of Police (IGP) Martin Okoth Ochola to give them permission to demonstrate peacefully around the country.
“We think by the end of today, we shall have received a communication from the IGP regarding our letter to be allowed to demonstrate,” Bote said.
Musigunzi the architect of the impeachment against Dr. Musenero revealed that they are soon reaching the required number of signatures to petition the speaker to allow them move a motion to impeach the minister.
He refused to reveal the names of the legislators who have so far signed signed on his impeachment paper citing sabotage from Musenero’s supporters.
