The Minister for the Presidency and Budiope West Member of Parliament, Milly Babirye Babalanda has revealed that the dates quoted on her Wikipedia public profile are actually not right.

According to Wikipedia and numerous publications that have published the politician’s profile, Babalanda is reported to have been born on 5th December 1970 which she now claims was misquoted.

According to her, she was born on December 25th, 1970, as the Christian world celebrated the birth of Jesus Christ, the most significant event in the Christian faith.

“I was misquoted on the dates of my birth. I actually share a birthday with Jesus Christ. Unfortunately, that’s what everyone now quotes and it bothers me,” Babalanda recently shared with Watchdog Uganda.

Beyond the correction of her birth date, Milly Babirye Babalanda’s rise remains one of the most striking stories in Uganda’s political landscape. Born in Nalinaibi Village in Kamuli District, she grew up far from the centres of privilege and power. Her early education was modest, and after failing her Senior Four exams in 1989, she faced a moment that could have ended her ambitions. Instead, she redirected her energy into grassroots mobilisation, stepping into local politics with a quiet determination that would later define her leadership style.

In the early 2000s, she became a familiar figure across Busoga, organising communities and building networks that earned her a reputation as a disciplined and reliable mobiliser. Her work eventually caught the attention of senior leaders, including Rebecca Kadaga, through whom she was introduced to President Museveni. Her proposal on empowering rural women impressed the President and marked the beginning of her rise into national politics.

Her formal entry into government came in 2014 when she was appointed Deputy Resident District Commissioner for Busia. She approached the role with seriousness and precision, earning a promotion into the NRM National Chairman’s Office (ONC). Initially serving under Molly Kamukama, she later became Head of the ONC, placing her at the centre of the President’s political mobilisation machinery. Her influence during the 2016 and 2021 elections was significant, as she strengthened grassroots networks and ensured disciplined coordination across districts.

In June 2021, President Museveni appointed her Minister for the Presidency, a sensitive docket overseeing RDCs, State House coordination, patriotism programmes, and manifesto monitoring. She restructured the RDC Secretariat, enforced discipline, and improved communication between State House and district leadership. Her reforms reshaped the way government presence is felt at local level, earning her recognition as one of the most impactful Ministers for the Presidency in recent years.

Her influence expanded further when she received a UNAIDS award in 2023 for her contribution to Uganda’s fight against HIV/AIDS. By 2026, she had become the first Minister for the Presidency to serve more than one term, after being reappointed for the 2026–2031 period. She later won the parliamentary seat for Budiope West, adding legislative authority to her already formidable administrative role.

Despite her national stature, Babalanda remains grounded in faith and family. A devoted Seventh‑day Adventist, she is known for her humility, discipline, and deep sense of calling. Her correction of her birth date reflects her insistence on accuracy and truth — qualities that have shaped her remarkable journey from rural mobilisation to national influence.

Dear fellow Ugandans and global community, salaams from Gulu University, Quality Education Consultancy Ltd (QECL), OPUL Skilling Foundation Africa (OSFA), Rotary Clubs of Uganda and Uganda Red Cross Society (URCS).

Uganda is currently ranked 148th out of 182 countries globally in the Corruption Perceptions Index published by Transparency International 2025. The Ugandan treasury is like a granary with a hole in the floor no matter how much grain is poured in, the rats feast first. According to a survey by the Inspectorate of Government together with the German Society for International Co-operation, Uganda loses about UGX 20 trillion every year to corruption across nearly every sector of the economy; against the FY 2026/27 budget of UGX 84.39 trillion, that is roughly 23% of the national budget disappearing into the pockets of the few instead of serving the many. As the proverb says, “When the fence begins to eat the garden, the harvest is doomed.” It is like drawing water with a basket while celebrating a full well. A humorous tale tells of a man who hired a watchman only to discover the watchman needed protection from the thief in the mirror a satire not far from the public purse when the guardians become the looters. The Bible warns, “Whoever is greedy for unjust gain troubles his own household” (Proverbs 15:27), while “The integrity of the upright guides them, but the unfaithful are destroyed by their duplicity” (Proverbs 11:3). Corruption is not merely a thief of money; it is a silent termite that hollows the nation’s future, stealing hospitals before they are built, roads before they are paved, classrooms before children enter them, and medicines before patients receive them. Until honesty is prized above greed, Uganda will keep chasing prosperity with one foot on the accelerator and the other trapped in the mud of corruption.

It’s from the above exposition that the President of Republic of Uganda -Yoweri Museveni’s primary message to his newly sworn-in Cabinet is “Kisanja No Sleep”, demanding strict accountability, hard work, and zero tolerance for corruption. He has directed ministers to focus on active wealth creation, service delivery, and moving ordinary Ugandans out of subsistence into the money economy.Core Pillars of the New Administration: Wealth Creation & Poverty Eradication: Shifting the focus from infrastructure to active household wealth creation through initiatives like the Parish Development Model and Emyooga, Zero Tolerance to Corruption: Demanding transparency and responsible use of public resources to ensure government programs directly benefit ordinary citizens, Economic Transformation: The administration is targeting an ambitious scale-up of the national economy, focusing on industrialization, digital transformation, and agriculture and Strict Monitoring: Ministers have been tasked with personally monitoring government projects to ensure execution and eliminate wastefulness.

Hon. Balaam Barugahara Ateenyi is the Minister of Local Government in Uganda, having assumed office following his appointment by President Yoweri Museveni has started to impement directives of his boss in Eastern Uganda. Local Government Minister Balaam Barugahara’s nationwide anti-corruption drive has exposed widespread local government inefficiencies and routine oversight failures across Uganda. Key findings uncovered during his field inspections include:Ghost Workers: Audits of payrolls revealed absent staff and non-existent “ghost workers,” notably at Busiu Health Centre IV in Mbale District.School Scams: Investigations in the Bugisu sub-region and Namisindwa district exposed inflated enrollment figures used to siphon funds, illegal school fees being charged to students, and poor sanitation that led to school closures.Job Peddling: Members of the Kayunga District Service Commission were arrested by the State House Anti-Corruption Unit for allegedly selling government jobs to unqualified individuals.Substandard Public Works: Inspections highlighted abandoned or poorly executed district road and infrastructure projects.To combat this, Minister Balaam has ordered the interdiction and arrest of compromised accounting officers, district engineers, and education officials. 

As many Ugandans clap hands for Hon. Balaam’s bold footsteps against corruption, wisdom whispers that one tree does not make a forest. Where are the government’s technical, political, and security engines-the Inspectorate of Government (IGG), State House Anti-Corruption Unit, specialized police units, PISOs, DISOs, RISOs, RDCs, CAOs, District chairpersons, councils, NRM chairpersons and entire structures, and the entire machinery entrusted with guarding the public purse? The government has put in place several anti-corruption legal frameworks, including the Anti-Corruption Act of 2009, the Whistleblower Protection Act of 2010, and the Public Finance Management Act of 2015. These laws, like shining armor, are designed to combat the beast of corruption. Yet, as Proverbs 22:3 reminds us, “The prudent see danger and take refuge, but the simple keep going and suffer for it.” Despite these legal skeletons, the flesh and blood of corruption continue to thrive, revealing big cracks in the institutional armor. Uganda’s 2025 goal, as outlined in the National Development Plan, is to climb the ranks on the Corruption Perception Index, but recent reports place us in the “corrupt and complacent” zone. 

Are they merely watching the play from the front row while one actor carries the whole stage? As the proverb says, when the shepherd sleeps, the hyena celebrates. The Bible reminds us, “To whom much is given, much will be required” (Luke 12:48), while corruption itself is like a termite silent in its appetite but ruthless in bringing down the strongest house. A humorous tale tells of a village where everyone waited for one brave man to chase away a monkey stealing bananas, only to discover the monkey had harvested the entire plantation before the meeting ended. Uganda must not become that village. Hon. Balaam’s lion-hearted resolve is admirable, but even the fiercest lion cannot hunt with sleeping cubs; the fight against corruption demands that every institution awaken, for many hands make light work, and justice, like a river, must flow from every corner not from one courageous soul alone. 

Does this mean President Museveni is like a pope without dependable bishops, priests, or catechists? It is hard to imagine such lugubrious acts unfolding beneath the gaze of the vast army of officials he has appointed. As the saying goes, “A fish rots from the head,” yet another proverb reminds us that “when the shepherd slumbers, the wolves celebrate.” It is like hiring a hundred watchmen only for the thieves to become their supervisors a village joke with a bitter ending. Scripture asks, “If the trumpet gives an uncertain sound, who shall prepare for battle?” (1 Corinthians 14:8), while Lord Acton’s enduring warning echoes that “Power tends to corrupt, and absolute power corrupts absolutely.” If corruption is a termite quietly hollowing out the pillars of the house, then a palace filled with silent guardians becomes less a fortress of accountability and more a cathedral where the choir sings while the roof slowly caves in.

Why the Entire Cabinet Should Follow Balam’s Roar

Balam’s bravery is a clarion call: “If one lion roars, others must join or risk being left behind.” The entire cabinet holds the keys to Uganda’s integrity.They possess formidable human resources, technical expertise, and security apparatus capable of detecting, prosecuting, and preventing corruption. The appointment of Balam as Minister of Anti-Corruption would be a game-changer, but until then, they must emulate his boldness. Proverbs 27:17 states, “As iron sharpens iron, so one person sharpens another.” The cabinet should sharpen their resolve, shed complacency, and act decisively. The biblical story of Nehemiah rebuilding Jerusalem’s walls underscores that collective effort, guided by strong leadership, can rebuild a corrupt nation. It’s time for Uganda’s leaders to step up, roar like lions, and turn the tide.

When You Chase the Hyena, Expect the Dust: The Rocky Road in the Fight against Corruption

Hon. Balaam’s resolve to confront corruption may resemble a farmer trying to weed a garden where some weeds have learned to wear flowers beautiful on the outside but choking the harvest beneath. In Uganda, where corruption has often been described as a “cancer” eating away at national progress, anyone who dares to expose it should expect powerful resistance: entrenched interests protecting lucrative networks, political interference, bureaucratic delays, intimidation, misinformation, selective enforcement, public skepticism born from years of unfulfilled promises, and the temptation to compromise along the way. As the African proverb says, “When there is no enemy within, the enemies outside cannot hurt you,” while another reminds us, “A tree full of fruit attracts the most stones.” A humorous village tale tells of a man who announced he would chase every monkey from his banana plantation, only to discover the monkeys had already become members of the committee judging his performance. Such is the satire of fighting corruption where some gatekeepers may also guard the very gates they secretly unlock. The Bible cautions, “Have nothing to do with the fruitless deeds of darkness, but rather expose them” (Ephesians 5:11), and “Better is a little with righteousness than great revenues with injustice” (Proverbs 16:8). Success, therefore, will demand courage, unwavering integrity, strong institutions, public support, protection for whistleblowers, impartial law enforcement, and a willingness to let justice wear no party colours, for as the saying goes, “Sunlight is the best disinfectant,” and no nation can build a palace of prosperity on a foundation of hidden termites.

Recommendation:

Sweeping the Staircase from the Top: A Blueprint for Defeating Corruption in Uganda

To defeat corruption in Uganda, the broom must first sweep the rooftop before it reaches the doorstep, for as the African proverb says, “A fish rots from the head.” The fight should begin with uncompromising accountability for political and technical leaders at every level, backed by independent anti-corruption institutions free from political influence, mandatory public asset declarations, lifestyle audits, transparent electronic procurement, open budgeting, swift prosecution of offenders, and full recovery of stolen public assets, because “the truth fears no investigation.” Every public office should become a glass house where citizens can see how every shilling is earned and spent, while whistle-blowers are protected instead of persecuted. 

As Scripture reminds us, “Whoever walks in integrity walks securely” (Proverbs 10:9), and “There is nothing concealed that will not be disclosed” (Luke 12:2). A humorous village tale tells of a chief who bought the biggest padlock for the granary but handed the key to the village thief; the granary emptied while everyone admired the shiny lock proof that institutions without integrity are like umbrellas full of holes. As the saying goes, “Sunlight is the best disinfectant,” and Lord Acton’s warning still echoes: “Power tends to corrupt, and absolute power corrupts absolutely.” When both political and technical corruption are confronted from the highest office to the smallest desk, public service becomes a sacred trust rather than a marketplace, and Uganda can replace the smoke of graft with the fresh air of justice, proving that when every shepherd guards the flock, even the wolves lose their appetite.

Conclusion

Everlasting History never remembers those who watched corruption grow; it remembers those who uprooted it. If Hon. Balaam’s roar inspires the entire Cabinet, Uganda may finally exchange the smoke of graft for the fresh air of justice. As Proverbs 10:9 declares, “Whoever walks in integrity walks securely,” and as Martin Luther King Jr. observed, “The ultimate tragedy is not the oppression of the wicked but the silence of the good.” The anti-corruption struggle must become a national covenant, not an individual crusade. When every minister, technocrat, security agency, and citizen becomes a faithful shepherd, corruption will lose its hiding place. Only then will Uganda prove that a nation built on integrity stands like a rock, but one built on corruption collapses like a house eaten from within by termites.

I’ve always wanted to visit my uncle Samuel who stays in Gayaza. The main reason why I wanted to visit him was his generosity with money. Being in a tight and fixed situation of not having a job, I resorted to family to find a solution.

My uncle owns three hardware stores and I had hopes of working at least at one.  I reached my uncle’s place very early on a Monday morning. To my surprise, Uncle Sam had brought in a new bride, who is my aunt by virtue of being my Uncle’s wife.  She is a light skinned, thick and curvy woman. She was wearing a short dress that exposed her juicy thighs when she came to open the door. She offered me a seat and said my uncle would be with me in a few minutes.

I couldn’t stop gazing at her big round bumper as she left for the kitchen. I immediately played scenarios in my head in which I imagined myself squeezing that fat bumper and caressing those juicy thighs. My uncle came out immediately to interrupt my great imagination.

“I’m sure you have seen my bride Sheila, there is no one as beautiful as that woman,” my uncle said, “I would kill any man I found trying to play around with my girl Sheila. I hurt a lot when I find any common man disturbing her,” He added.  I just kept nodding at all my uncle was saying but my mind was still thinking about that big booty I had just seen. We then left for the hardware store.

My uncle offered me a job as his supervisor. I had to report whatever took place at the hardware store to him. I did this job for about two weeks and everything ran smoothly. On one fateful day, my uncle said he had to travel to Mombasa for a week. He said he had business to run there but with the rumors I had heard at the hardware store, they said he was probably going on a boning holiday with one of his mistresses.

He however left me instructions on what to do and also instructed me to report directly to his wife Sheila, because he didn’t want her to be disturbed while he was in Mombasa. Uncle Sam left for Mombasa on Sunday. On Monday morning, I reached work earlier than most people. I wrote all that I was supposed to write and divided tasks among the workers at the hardware store.

One of the workers in the accounts section informed me that money to acquire some of the building materials was insufficient. But luckily my uncle had told her to send me to his wife for more money in case it was needed. That was a good excuse to take another peek at that wonderful body Sheila’s mother had blessed her with.

So I arrived at my uncle’s crib, knocked, but there was no response at first. Before I could knock again, Sheila came out covered with only a towel and it was evident she had just left the shower room. As usual I entered and made myself comfortable. Sheila left for her room to dress up. I just imagined following her into her room and pulling her towel away to have a taste on that juicy booty.

Sheila came out a few minutes later dressed in a short black dress and by the looks of it, she had no bra on the inside. She sat on the couch just opposite where I was sitting. I greeted her and started explaining why I had come. Sheila engaged me in another conversation about her life saying it’s not what she had expected to be. But judging by her looks, Sheila was just right about what she was saying.

She is a woman you would expect to be a socialite causing scrotal eruptions all over Kampala, but here now she is a house wife with a very strict husband, who is even rarely around. Sheila just lacked someone to always be there for her, cuddle and provide a shoulder to lean on when needed.

Listening to Sheila say all that gave my Wire hope for some juicy booty. I promised Sheila she could count and rely on me in case of anything. Sheila stared at me for a while and then finally said, “What can you really provide me when I am like even a boss to you.” I quickly responded that “I’m available, aren’t I? And where is your husband? You see, I can provide you with some comfort.” Sheila first leant back on the couch.

For a moment, I thought she had not been pleased with what I had said. To my surprise, Sheila just spread her legs for me while biting her lip, signaling me to come do just exactly what I had in mind. I rushed to go to where Sheila was, only for her to stop me with her foot. I want you to crawl to me and show me how much you want this Cookie.

I crawled calmly till I was between Sheila’s thighland. I reached for her thighs, caressing them with both my hands as I also moved her little black dress away to expose her Kitone. Sheila had slashed her Mabira so clean as if she had planned for this whole venture.  Sheila was not wearing any undies as well so I dived into her Kitone without any interference.

Sheila sang sweet songs so loudly I got scared for a moment that someone would hear us. But Sheila just kept pushing my head deep into her Kitone. I had to send my tongue on an adventure as it toured all parts of her Benghazi.

Sheila then removed the dress she was putting on and asked me where I wanted her to go. I just pointed her to the dining room table and she wasted no time in getting there. Her Kitone was already dripping.  I made her bend over with her big booty and started chewing her. I boned Sheila in all styles I could remember. Sheila praised me for knowing how to deal with a married woman’s problems.

She then asked me to come see her every day for the rest of the week while my uncle was away. I have been secretly boning my uncle’s wife for three months now. Sometimes when my uncle is around, Sheila finds an excuse to leave the house and comes to my place for some good banging. Music business consultant Emma Carlos has addressed the absence of Fik Fameica and Alien Skin from the “Nassanga” remix, saying each artist missed the project for different reasons.

Speaking about the collaboration, Carlos said Kalifah AgaNaga did not consider Alien Skin because of their strained relationship.

He also revealed that Eddy Kenzo invited Fik Fameica to feature on the remix, but the rapper reportedly declined the offer.

Carlos defended Kenzo’s contribution to the song, insisting the singer delivered quality lyrics regardless of the criticism the remix received.

He added that Sanyuka TV‘s Vvaawo Mpitewo program played a key role in explaining the story behind the collaboration and clearing up public speculation.

Rinex says the original Nassanga project never disappeared.

The renowned producer broke his silence after music business consultant Emma Carlos questioned the whereabouts of the original session files during an appearance on Sanyuka TV‘s Vvaawo Mpitewo Sabula.

According to Rinex, Kalifah AgaNaga requested the recording files before work on the remix began. He immediately started searching through his archive of hard drives and eventually recovered the session.

The search, however, took longer than expected, and by the time Rinex located the project, Kalifah had already wrapped up the remix.

Rinex says the original files remain available, and he is ready to hand them over whenever Kalifah asks.

Rinex has applauded Kalifah AgaNaga for turning the “Nassanga” remix into one of the biggest collaborations in recent Ugandan music by bringing together an all-star lineup.

The Ugandan music producer said the remix benefited from the different strengths of every artist involved.

He praised Eddy Kenzo‘s experience, Winnie Nwagi‘s performance, Lil Pazo‘s current popularity and Weasel‘s vocals, saying each artist played a key role in giving the song a new identity.

Having produced both versions of “Nassanga,” Rinex said watching the remix come together was rewarding because it reflected what can happen when artists join forces instead of competing.

Rinex, who also heads the Audio Producers Association of Uganda (APAU), said collaboration remains one of the best ways to grow Uganda’s music industry and produce stronger records.

He also acknowledged Gen Fujita for supporting musicians through Supremacy Studios in Nakulabye, where artists can record music free of charge.

As the producer of both the original and the remix, it gives me great pleasure to see this collaboration come to life.
