KAMPALA – The Deputy Chief Justice, Richard Buteera, on Thursday swore in the Second Deputy Chairperson of the Education Services Board (ESC).
Ms Elizabeth Khaitsa Mabwa Gabona, who was sworn-in at Judiciary headquarters in Kampala, was reappointed by President Yoweri Museveni for a second five-year term.
The Deputy Chief Justice said Ms Gabona’s appointment brings a lot of hope to the Commission.
Referring to her as a person of high moral standing and integrity, he urged her to “always remember cardinal duties to the nation, the Constitution and the people of Uganda on whose behalf you have been sworn in to serve.”
The Deputy Chief Justice further urged Ms Gabona to serve with humility, integrity, and make decisions regarding the institution and the country with the utmost sobriety.
The mandate of ESC is to advise the president in performing his / her functions in relation to Article 172 of the Constitution and on appointing all personnel in the education service and charged in developing, maintaining and improving the quality of those personnel and that of the service generally.
Ms Gabona who took the official oath and the oath of secrecy in a ceremony witnessed by members of the ESC pledged to execute her duties as mandated by the Constitution.
She thanked the President for the appointment and her line Minister for the recommendation. “I am now seasoned and wiser in this role,” she said of her reappointment.
The Deputy Chairperson expressed her gratitude to the Deputy Chief Justice for finding time amidst his busy schedule to preside over the swearing-in.
The Chairperson of ESC, Prof Samuel Abimelech Luboga, said it was a privilege that Justice Buteera was presiding over such a function.
On the reappointment of his Deputy, Prof Luboga said Ms Gabona has made her mark and as such Commission expects great things from her.
He said the recruitment was timely as the Commission was set to embark on a major recruitment exercise that would have been challenging without her on board.
Prof Luboga reiterated the Commission’s commitment to ensure quality assurance and fairness in the execution of their mandate. “We regard our work important to ensure that the right people are appointed.”
On the issue of corruption, he called upon the teachers recruited to impress in on the next generation of Ugandans that you don’t need to be corrupt to succeed.
Deputy Registrar, Ayebare Tumwebaze represented the Chief Registrar while the Judiciary Public Relations Officer, Jamson Karemani, moderated the event. Also present was the Deputy Chief Justice’s Private Legal Secretary, Dr Alex Karocho Mushabe and the Personal Assistant to the Chief Registrar, Allan Gakyaro.
