Nairobi County has issued a notice to owners of 107 pieces of land, threatening to repossess the land that originally belonged to the county.
In a notice via the Daily Nation on Saturday, December 14, the County said the pieces of land in Kayole, Mathare North, and Umoja 1 are yet to be developed and have accrued heavy plot dues.
The plots of land issued under the County Site and Service Schemes, a government-sponsored programme providing land and basic infrastructure in informal settlements, were handed to the current owners in the 1980s.
Under the scheme, the then Nairobi Municipality handed over pieces of land it owned, among other conditions, to the allottees to develop their plots within 24 months of the offer and pay all requisite plot dues.

However, according to the notice from Godfrey Akumali, Acting County Secretary and Head of the County Public Service for Nairobi County, 107 plots still need to be developed and indebted.
“Non-compliance with the terms and conditions of allocation has led to underutilisation of the scarce land resource in the City as well as loss of revenue to the County, with a negative impact on general service delivery,” reads part of the notice.
The County has now issued a 30-day notice for those with unpaid plot dues to clear them. Furthermore, the county has also directed that all undeveloped plots be developed within six months or repossessed.
“Failure to pay up for and develop the plots as advised herein will lead to repossession of the plots by the County government and re-allocation of the same to other deserving individuals without any further reference to the current defaulting owners,” stated Akumali.
In Kayole, the notice lists 81 pieces of land spanning multiple sections, including zones A, B, C, and D. Some of the affected plots include: A1-115, A2-131, A3-530, B1-119, C1-280, and D1-112, among others.
In Mathare North, the repossession notice affects 26 plots, specifically designated parcels like MN 1-84 and MN 2-72. While in Umoja 1, the notice affects only one plot, identified as M72.
Governor Johnson Sakaja has continued with County Site and Service Schemes, handing over 7,000 title deeds in the last two years.
In September, Sakaja gave 1,000 title deeds to members of the scheme in Kayole Soweto, Dandora, Matopeni Spring Valley, Patanisho, Lower Savannah, KCC, Dandora, Pumwani, Kayole Site and Service Scheme, Mathare North, Komarock, Kariobangi South, Umoja 1, and Umoja Innercore.
