KAMPALA — President Yoweri Kaguta Museveni has not made any decision to give away or allocate land at City Square for a proposed commercial development, his Deputy Press Secretary and Special Presidential Assistant–Press and Mobilisation, Alhaji Faruk Kirunda, has said.
Alhaji Kirunda said a letter dated August 30, 2026, in which President Museveni directed the Minister for Kampala Capital City and Metropolitan Affairs, Hon. Minsa Kabanda, to study a proposal for the development of land at City Square, was only a request for assessment and guidance.
He said the President is awaiting a comprehensive report from the minister before making any decision on the proposal.
In a post on X on Tuesday, Alhaji Kirunda dismissed claims that the President had already allocated or handed over the land to an investor.
“H.E @KagutaMuseveni’s letter of 30th/8/2026 to the Minister for Kampala City Authority and Metropolitan Affairs does not give away the land at Constitution [City] Square,” Alhaji Kirunda said.
He explained that the President had instead asked the minister to examine the merits of a proposal submitted by investor Hajji Hassan Bulwadda, consult Kampala Capital City Authority (KCCA) and provide guidance.
“This is a request to study the merits of the proposal presented by the investor, Hajji Bulwadda, and guide accordingly,” Alhaji Kirunda added.
The clarification follows the circulation of the President’s letter, addressed to Minister Kabanda, concerning a proposal to develop approximately two acres at City Square in Kampala into a modern, eco-friendly commercial and business complex.
According to the letter, Bulwadda proposed a solar-powered development incorporating facilities including a hotel and shopping mall.
President Museveni instructed the minister to “study the proposal, discuss with Kampala Capital City Authority and come back to me,” indicating that the proposed development remains subject to assessment and consultation.
Alhaji Kirunda said the President’s handling of the proposal is consistent with the standard procedure followed when dealing with investment proposals.
“He doesn’t act unilaterally,” Kirunda said, stressing that the President seeks technical assessment and guidance from relevant government institutions before making decisions on such matters.
The letter was copied to the Vice President, the Prime Minister and Hajji Hassan Bulwadda.
Alhaji Kirunda’s clarification is expected to ease speculation surrounding the proposed redevelopment of the strategically located City Square land in central Kampala.
