Uganda’s push for inclusive development has received a major boost with the Electricity Regulatory Authority (ERA) maintaining the lifeline tariff at UGX 250 per kilowatt-hour (kWh), a move aimed at protecting the country’s most vulnerable electricity consumers.

The lifeline tariff—also known as the social tariff—applies to the first 15 units (kWh) consumed monthly by qualifying domestic users. It remains a key pillar in government’s broader strategy to eliminate energy poverty and ensure that the gains from increased power generation, including the integration of the 600MW Karuma Hydropower Plant, reach households at the grassroots.

Bridging the Electricity Access Gap

Supported by the World Bank-funded Electricity Access Scale-up Project (EASP), the programme is steadily transforming lives across Uganda.

For years, many households were locked out of electricity due to high connection fees and unaffordable tariffs. Today, with free connections for eligible users and the subsidised UGX 250 rate, that barrier is steadily being dismantled.

“We have families who used to spend more on kerosene and candles in a week than they now spend on electricity for a whole month,” says Betty Nabaasa, a community leader in Kyegegwa District.

“Affordable power means children can study safely at night without inhaling toxic fumes, and women feel more secure in well-lit homes,” she adds.

Confronting Energy Poverty

Despite steady grid expansion, affordability remains the biggest challenge to last-mile connectivity. As of January 2026, ERA’s tariff structure is deliberately designed to cushion low-income households during Uganda’s transition to a modern, industrial economy.

With the standard domestic tariff for consumption beyond the lifeline block standing at UGX 756.2 per unit, the UGX 250 rate represents a significant 69% subsidy—making basic electricity use attainable for even the poorest households.

This aligns with Uganda’s commitment to Sustainable Development Goal 7 (SDG 7), which calls for universal access to affordable, reliable, and sustainable energy.

Lighting Up Livelihoods

The impact of the lifeline tariff extends beyond homes into local economies, especially in rural and peri-urban areas.

Affordable electricity is already transforming livelihoods:

• Education: Students can now study beyond daylight hours, improving academic performance.
• Health: Reduced reliance on kerosene lamps is lowering indoor air pollution and respiratory illnesses.
• Small Businesses: Low-cost electricity is enabling micro-enterprises to operate more efficiently.

“For example, a tailor can use the first 15 units to run lighting and basic appliances, making their workspace more productive and attractive to customers,” Nabaasa explains.

By balancing affordability with sector sustainability, the government is laying the foundation for a more equitable energy landscape.

The lifeline tariff is not merely a subsidy—it is a strategic investment in human capital and socio-economic transformation.

Uganda cannot achieve middle-income status while leaving vulnerable communities in the dark. Ensuring equitable access to electricity is central to that ambition.

Parliament has been shaken by fresh revelations about the widespread sale of illicit alcohol disguised as energy drinks and sexual performance boosters.

Rising on a matter of national importance, the Kazo County MP Dan Kimosho warned that dangerous alcoholic products are increasingly circulating on the Ugandan market, particularly targeting rural communities.

Kimosho displayed several samples of the drinks in the House and said they are marketed with misleading claims that they boost sexual pleasure, increase libido, give men morale and make users feel powerful.

According to him, many unsuspecting consumers believe the drinks improve their health.

“Some locals are consuming these drinks believing they make them strong and healthy. Yet some of them are developing unhealthy fat cheeks thinking they are improving,” Kimosho told Parliament.

He urged the Ministry of Trade to urgently publish a list of products certified by the Uganda National Bureau of Standards and clearly show the ingredients used in alcoholic drinks on the market.

Kimosho further called for all suspicious products to be submitted to the government analytical laboratory for testing and asked the Uganda Communications Commission to regulate advertisements promoting the drinks.

“Some of these adverts are misleading the public and encouraging the consumption of harmful products,” he said.

During the debate, Dicksons Kateshumbwa cited a recent report by the Uganda Alcohol Association which shows that illicit alcohol now accounts for about 40 percent of the market, causing government revenue losses estimated at UGX 6 trillion.

Meanwhile, the Leader of Opposition in Parliament Joel Ssenyonyi reminded the House that investigations by the Committee on Commissions Statutory Authorities and State Enterprises in 2023 uncovered corruption at the standards body.

“When I was chairperson of COSASE , we discovered serious corruption within UNBS which even led to the sacking of the executive director. Some products may be certified but still fail to meet the required standards, because of corruption” Ssenyonyi said.

Lawmakers also called on the Ministry of Health to intervene, warning that the health consequences of unregulated alcohol could result in heavy costs for the country.

Erute South County MP Jonathan Odur said the problem extends beyond alcohol.

“It is not just alcohol. Almost everything seems fake nowadays, from imported tyres to fuel, medicines and even bottled water. These are issues that should be addressed under the Consumer Protection Bill,” Odur said.

MPs also warned that some of the small bottles sold on the market contain dangerously high alcohol levels.

“You may find a 5ml bottle containing up to 50 percent alcohol content. That is extremely dangerous,” one of the legislators added.

Responding to the concerns, David Bahati, the State Minister for Trade said the government has stepped up the fight against counterfeit goods.

“We are addressing the challenge of counterfeit and fake products on the market and the Consumer Protection Bill is key in solving this. Most products with UNBS certification are genuine but some producers abuse the system,” Bahati said.

He explained that some manufacturers approach the UNBS with one product that is certified but stealthily produce illegal products with the legitmate QR code.

He added that government has formed district-level committees to identify counterfeit products and will collect samples for testing.

“We shall take these samples and test them to determine which ones are genuine and enforce action against manufacturers who present one product for certification but sell others on the market,” he said.

The Speaker directed the Ministry of Trade to present a comprehensive statement to Parliament on the growing problem of illicit alcohol and counterfeit goods.

City Hall Kampala court has remanded TikToker Ibrahim Musana to Luzira Prison after hate speech charges earlier brought against him were scrapped following the annulment of the law by court.

Musana, popularly known online as Pressure 24/7, appeared before court on Thursday where his case file was transferred from the City Hall Court to the Buganda Road Court.

The TikToker had previously been remanded on two counts including hate speech and unlawful access to personal data belonging to the Chief of Defence Forces General Muhoozi Kainerugaba.

However, following the recent court annulment of the hate speech provisions under the Computer Misuse Act, that charge has now been removed from the case.

Musana now faces a charge of unlawful obtaining of personal data contrary to Section 35(1) and (2) of the Data Protection and Privacy Act.

Prosecution alleges that on March 5, 2026, while in Kyanja, Musana unlawfully obtained and processed personal data belonging to Gen. Kainerugaba without the consent of the Chief of Defence Forces.

He had also previously been charged under Section 26(1)(a) and (2) of the Computer Misuse Act.

According to prosecutors, the TikToker posted a video in which he allegedly used vulgar and disparaging language directed at the army chief.

While appearing in court today, Musana defended himself saying he believes he is the rightful heir to a royal legacy.

“I told everybody that I’m supposed to inherit that throne but they think it’s a joke. If I was mentally ill I would be on the minister’s order because they brought a psychiatrist to CID to see if I’m mentally okay and they confirmed that I’m mentally fine,” he told court.

He added: “It is very unfortunate that this country is handling a king in this manner. I have evidence that the current president, the so called king, stole my family’s legacy and I need help. I don’t have security and I don’t have judges. I am at a breaking point so I emotionally express myself and when I do that they decide to incarcerate me.”

In a video referenced by prosecutors, Musana reportedly claimed that the royal title belonged to Edward Muteesa II, whom he described as his grandfather.

Court remanded Musana to Luzira Prison although the date for the next mention of his case was not immediately indicated.

In her early years, Waje struggled with body confidence, a reality she has now chosen to speak about openly.

The National Unity Platform (NUP) has ruled out negotiations with government over the return of its president, Robert Kyagulanyi. Party spokesperson Joel Ssenyonyi said Kyagulanyi is not wanted and is currently abroad on official party duties.

Ssenyonyi insisted that the party supports dialogue but rejects “transactional dialogue.” The statement comes after security forces lifted a siege on Kyagulanyi’s home following a raid after the January presidential elections.

He said: “He is a Ugandan. He did not commit a crime by standing for presidency. Once he finishes his engagements, he will return home. If the government wants to act, they can do so.”

The party also denied receiving any official summons for Kyagulanyi, despite circulating reports of charges related to making false statements under the Presidential Elections Act. Ssenyonyi said NUP will soon consult supporters on its next steps after what he described as a violent election period.
