KAMPALA, July, 2026 – Diamond Trust Bank (DTB) Uganda has today unveiled its Mortgage Finance solution, a strategic financing product designed to expand affordable home ownership, unlock institutional real estate investment, and support Uganda’s growing housing needs.

Launched at Emerald Residency in Mutungo, Nakawa-Kampala under the theme, “The Wealth Welfare Equation: Deploying Structured Mortgage Capital to Drive Institutional Real Estate Investment and Corporate Home Ownership,” the initiative reflects DTB’s commitment to providing innovative financial solutions that improve livelihoods while contributing to Uganda’s socio-economic development.

The initiative marks a significant step toward addressing Uganda’s housing deficit by providing structured financing for large-scale property developers and tailored mortgage solutions for individuals and corporate employees.

DTB Uganda will provide developers with reliable, long-term financing to facilitate the construction of quality residential housing, reducing the risk of stalled projects while increasing the supply of affordable homes. In addition, the bank has introduced customized corporate mortgage schemes that enable employers to support their staff in acquiring homes through affordable financing arrangements. The initiative is also expected to enable more Ugandans to build long-term wealth through property ownership.

Speaking at the launch, the Managing Director for DTB Uganda, Godfrey Ssebaana expressed the bank’s commitment towards delivering innovative financial solutions that stimulate economic growth while improving the welfare of Ugandans.

“As DTB, we believe housing is a foundation for financial security and long-term wealth creation. Through structured mortgage financing, we are committed to empower developers to build with confidence while creating a pathway for individuals and corporate employees to own homes, thus making property ownership more accessible to more Ugandans,” he said. 

The Chief Guest, the Minister of Lands, Housing and Urban Development, Hon. Judith Nabakooba, commended DTB Uganda for introducing a mortgage finance solution that aligns with the Government’s agenda of expanding access to affordable housing and increasing home ownership across Uganda.

“Uganda’s rapidly urbanising population presents both a challenge and an opportunity. Expanding access to affordable housing will require stronger collaboration between government, financial institutions and private developers. Initiatives such as DTB’s Mortgage Finance solution will play an important role in mobilising long-term capital, increasing housing supply and helping more Ugandans own decent homes,” she said.

Uganda currently faces a housing deficit estimated at more than 2.4 million units, with annual demand of 210,000 to 300,000 units annually, expected to rise to nearly 3 million units by 2030, driven by rapid urbanisation and population growth. Despite this growing demand, access to mortgage financing remains limited due to high lending costs, short repayment periods and limited long-term financing options, forcing many households to rely on incremental construction over several years.

DTB Uganda’s Mortgage Finance solution seeks to address these challenges by offering structured, longer-tenure financing while partnering with credible developers to expand the supply of quality housing. The initiative is expected to make home ownership more attainable for working Ugandans while supporting sustainable growth within the country’s real estate sector.

Africa Should Be Energy Reliant

By 2050, Africa’s population is projected to grow to 2.5 billion people, which will be close to 25% of the world’s population, which is expected to grow to about 9.5 billion.

Africa will impact every aspect of life in the world, especially trade and industry given that majority of the 54 African states will have transitioned and achieved economic take off.

For economic take off to be achieved, Africa needs to be energy reliant and independent.

This phenomenon is perhaps what has triggered the fierce backlash from a section of neo-colonialists, operating under the guise of climate change activism, to de-campaign major African energy projects.

Slave trade and colonialism kept Africa in the dark for years without offering the continent a tangible path to self-determination.  Neo colonialism is the new tool.

The recent COVID-19 pandemic was the biggest eye-opener to less developed countries such as Uganda, when the west selfishly hoarded the vaccines. Africans survived the COVID-19 pandemic through a combination of able leadership, good weather, and a resilient genetic set up augmented by local herbs.

Without shame, the same group that ducked at the hour of need, have resurfaced after fully vaccinating themselves with booster jabs,on a  mission to stop Oil and Gas development in Africa, ostensibly  to ‘save the African environment and biodiversity’ . Do they love the African lizards more than the people?

Ironically,on 28^th September 2022, leaders of Poland, Denmark, and Norway officially launched the Baltic gas pipeline, a 900km conduit intended to supply gas from the Norwegian gas system in the North Sea to Poland, via Denmark sponsored by the European Union (EU) commission.All other pipelines in Europe and the USA are operating, and none has been decommissioned. Equally,new exploration licences are being issued in the Arctic,North Sea, Gulf of Mexico, and Canada, especially following the Ukraine war. Other countries like Germany have ditched wind farms for coal plants.

What then drives this condescending attitude towards Africa? Besides racism, why would the EU treat energy security as national security matter at the time when the  Eu Parliament seeks  to undermine a similar objective for East Africa?

The East African Crude Oil Pipeline (EACOP), which is a 1,443KM heated 24-inch pipeline that will run from Hoima in Uganda to the port of Tanga in Tanzania, is a critical part of the value chain that includes the upstream projects (Kingfisher and Tilenga), the refinery, and the Liquefied Petroleum Gas projects in Uganda, and a potential reverse gas Pipeline from Tanzania. The EACOP is also a  regional pipeline designed to open the DRC and South Sudan markets,which have proven reserves. Mozambique is developing a Gas project worth Us $ 20 billion.An attack on EACOP is,therefore,an attack on the entire oil and Gas industry in East Africa.

All the nine countries in East Africa are net importers of petroleum products, and, therefore, from a strategic perspective, must exploit their resources to ensure energy security. The major sponsors of the anti-development agenda are either beneficiaries of the fossil fuel industry, or major investors in solar and wind technology, but are hiding behind a legitimate climate discussion to achieve their hidden agenda.

There’s no doubt that climate change is real, but the energy transition must be Just for all. Not a transition where the biggest polluters make it an obligation for less developed countries to pay for their sins. Environmental liability dictates that the Polluter pays.

The level of hostility, amount of time and resources invested to ensure Africa remains energy poor are enormous. They have put deliberate and aggressive schemes to recruit from Africa. They are offering visas, air tickets and allowances to the gullible youth to travel to Europe to be paraded holdingpre-written placards, and appear as pawns in scripted documentaries/TV adverts. They are harassing and trolling potential bankers and insurance companies by dumping their numbers online and emails. Most worryingly, they are using lies, and will not listen to  any fact that doesn’t fit into their narratives.

But each generation must discover its mission. We must respond and counter these lies, in every fora, baraza, or platform by all lawful means at our disposal. This is our historical mission.

Just like His Excellency Yoweri Museveni, President of Uganda described them recently, “some of these people are insufferable, so shallow, egocentric – broadcasting their ignorance all around. They should calm down. We don’t respond lightly to arrogance. The project will go on as planned.

As we gear up for the 2022 United Nations Climate Change Conference of Parties (COP27), Africa should stand firm, and strongly come out and let the world know that only a just transition will be accepted as a minimum standard, based on mutual respect if the continent is to alleviate energy poverty, and achieve the desired industrial growth .

KAMPALA | July 22, 2026 – The National Agricultural Research Organisation (NARO) has partnered with Southwest Minzu University (SMU) of China in a landmark collaboration that is set to strengthen livestock disease research, enhance veterinary diagnostics and establish world-class laboratory capacity in Uganda.

The strategic partnership, which will focus on animal husbandry and veterinary medicine research, is expected to improve disease surveillance, accelerate the development of diagnostic technologies and build the country’s scientific capacity to respond to livestock disease outbreaks.

The collaboration was mooted during a high-level meeting between NARO Management and a delegation from Southwest Minzu University led by its Vice President, Professor Yang Shengtao, at Fontis Residences Hotel in Kampala on Wednesday.

Dr. Halid Kirunda, a veterinary epidemiologist and research leader at NARO who is spearheading the partnership, said the collaboration will be implemented through a five-year project that is currently under development.

He noted that Uganda is faced with more than 30 livestock diseases, presenting a significant challenge to farmers in diagnosing and managing the different disease strains.

“The partnership will enable NARO and Southwest Minzu University to jointly undertake research in animal husbandry and veterinary medicine while developing practical solutions that allow farmers and veterinary professionals to detect and respond to livestock diseases more quickly,” Dr. Kirunda said.

Speaking during the meeting, NARO Director General Dr. Yona Baguma described the partnership as a major milestone in strengthening Uganda’s capacity for livestock disease diagnosis and research.

He said the collaboration will enhance joint scientific research while supporting the development of affordable diagnostic tools that can help farmers identify livestock diseases at community level before they spread.

Dr. Baguma observed that Uganda’s livestock laboratory system still requires significant investment, noting that capacity needs to be enhanced to handle highly infectious animal diseases.

“We need better tools to detect, prevent and manage livestock diseases. Strengthening our laboratory systems is essential if we are to safeguard Uganda’s livestock sector and improve farmers’ livelihoods,” he said.

He added that livestock production remains an integral part of Uganda’s economy and household livelihoods, but recurring disease outbreaks continue to affect productivity and incomes.

Dr. Baguma welcomed the partnership, expressing confidence that the technologies and innovations generated through the collaboration would extend beyond Uganda to benefit neighbouring countries and the African continent.

“As one of Africa’s leading agricultural research organisations, NARO is committed to ensuring that this partnership delivers practical solutions for Ugandan and African farmers,” he said.

Professor Yang Shengtao said the initiative marks Southwest Minzu University’s first research collaboration on the African continent despite the institution’s long-standing reputation as one of China’s leading universities in animal husbandry and veterinary sciences.

He said the university has extensive expertise in research involving cattle, sheep and poultry, and is looking forward to sharing knowledge and technology with Uganda.

“Building partnerships with Africa is an important step for our university. We want to focus on improving animal health through research, establish world-class laboratories in Uganda and create training opportunities for Ugandan students and scientists,” Professor Yang said.

He added that the collaboration would strengthen scientific exchange between the two institutions while generating innovations to improve livestock production and disease control.

The meeting was attended by directors of research from NARO’s nine Zonal Agricultural Research and Development Institutes, as well as representatives from three of it’s national mandate institutes—the National Agricultural Research Laboratories (NARL), the National Livestock Resources Research Institute (NaLIRRI) and the National Semi-Arid Resources Research Institute (NaSARRI).

The new collaboration expands NARO’s growing portfolio of international research partnerships. The organisation is already implementing a joint programme with China’s BGI Group on perennial rice technology and continues to pursue strategic collaborations aimed at advancing agricultural research, innovation and food security in Uganda and across Africa.

The Commander of the Special Forces Command (SFC), Maj. Gen. David Mugisha, on Tuesday, July 21, 2026, flagged off the SFC Alpha and Bravo drill teams ahead of the Second Inter-Forces Chief of Defence Forces (CDF) Drill Competition.

The two teams will join participants from other services and formations in Bombo for final rehearsals before converging at the Kololo Ceremonial Grounds, where the competition will take place.

Addressing the teams during the flag-off ceremony, Maj. Gen. Mugisha commended the participants for their commitment and progress during training, urging them to remain focused and intensify their preparations ahead of the competition.

“Do not relax. Competition is not just about participating; it demands total concentration, discipline and determination,” he said.

The SFC Commander cautioned the participants against alcoholism and other negative behaviours that could undermine their physical and mental preparedness, noting that discipline remains key to success in military competitions.

He reminded the teams that although the competition is based on collective performance, victory depends on every individual’s commitment, self-drive, discipline and ability to execute tasks in coordination with others.

Maj. Gen. Mugisha encouraged the teams to maintain smartness, flexibility, high morale and a winning spirit throughout the competition.

The Inter-Forces CDF Drill Competition was initiated by the Chief of Defence Forces, Gen. Muhoozi Kainerugaba, to promote military discipline, physical fitness and excellence in parade drills among officers and other ranks.

During the inaugural competition held last year, the SFC won two trophies and emerged the best in mastery presentation, while the Internal Security Organisation (ISO) was crowned the overall champion.

This year’s competition will feature various categories, including Sword Drill, Cane Stick Drill, Crop Stick Drill, Foot Drill, Pace Stick Drill, and Mastery (Showmanship) Drill.

The flag-off ceremony was attended by the SFC Chief of Staff, Brig. Gen. Paul Namawa; Deputy Commander 1 Special Forces Group (1SFG), Col. Dismas Kamuza; Brigade Commanders, Directors, senior and junior officers, and non-commissioned officers.

Three months ago, 27-year-old Denis Opio from Lwamuge Village in Lwamuge Sub-county, Abim District, had little hope for the future.

Born with only one functional hand, Opio had never attended formal education, lacked vocational skills and struggled to secure employment. Like many persons with disabilities in rural Karamoja, he feared he would remain dependent on others throughout his life.

Today, his story has taken a remarkable turn.

Opio is among more than 240 trainees benefiting from vocational training at the Karamoja Zonal Presidential Industrial Skilling Hub in Napak District, an initiative championed by President Yoweri Kaguta Museveni to empower young people with practical skills for employment and enterprise development.

Despite his physical disability, Opio has mastered leather tanning and design, producing shoes, school bags, wallets and other leather products alongside fellow trainees.

His determination and progress impressed the State House Comptroller, Ms. Jane Barekye, during her visit to the facility on Tuesday, July 21, 2026, to assess the implementation and impact of the programme.

Caroline Inyakoit, Head of the Leather Tanning and Design Department, described Opio as one of the hub’s most promising trainees.

“He can now make all these products you see here. He is among the best students we have despite his physical disability. His future is bright,” she said.

For Opio, the programme has restored his confidence, dignity and hope for a better future.

His journey represents the broader impact of the Presidential Industrial Skilling Hub initiative, which is equipping unemployed youth across the country with hands-on skills to enable self-employment, job creation and participation in industrial production.

During the assessment visit, Ms. Barekye met leaders and stakeholders from across the Karamoja sub-region, including Resident District Commissioners (RDCs), Chief Administrative Officers (CAOs), Community Development Officers (CDOs), District Internal Security Officers (DISOs), district chairpersons, mayors, youth leaders, chairpersons of Presidential Industrial Hub SACCOs, NRM district leaders and programme beneficiaries.

The meeting reviewed the progress of the hub, assessed the performance of graduate SACCOs and discussed strategies to expand opportunities for more young people.

The visit was also attended by the Director of Presidential Projects and Industrial Hubs at State House, Eng. Raymond Kamugisha.

Representatives from benefiting districts including Moroto, Kotido, Napak, Abim, Nabilatuk, Nakapiripirit, Amudat, Karenga and Kaabong participated in the engagement.

Ms. Barekye directed district leaders to elect representatives from each district to form a regional committee that will oversee the affairs of the Karamoja Industrial Skilling Hub after the expiry of the current leadership’s term.

She also announced the appointment of Lorot John Bosco Kapel as the Regional SACCO Manager for the Karamoja sub-region.

According to Ms. Barekye, Mr. Kapel will supervise the utilisation of the Shs50 million revolving fund allocated by President Museveni to each graduate SACCO.

She said he will work closely with district commercial officers to ensure that beneficiaries invest the funds productively.

“This officer is a field person. He will constantly move across the districts supervising our SACCOs because we want this money to work. We do not want the President’s money to disappear,” Ms. Barekye said.

She revealed that the State House was developing stricter guidelines for selecting future SACCO beneficiaries to ensure that support reaches committed and deserving youth.

The Comptroller also cautioned leaders against forcing young people to enrol in the industrial skilling hubs, saying participation should be voluntary and based on understanding the available opportunities.

“Stop abducting people to come for training. Let them join willingly after understanding the opportunities available. Selection must follow the established guidelines,” she said.

Ms. Barekye challenged local governments to prioritise graduates of the industrial skilling hubs when awarding supply contracts.

She noted that many graduates acquire loans to purchase equipment but struggle to find markets for their products.

“These youths borrow money, buy equipment and then sit with it because they have no work. Give them tenders to supply school uniforms, beds, furniture and other items so that they can repay their loans and grow their businesses,” she appealed.

Call for Second Industrial Hub:

Leaders in Karamoja unanimously called for the establishment of another Presidential Industrial Skilling Hub to serve northern parts of the sub-region.

Napak District Chairperson and Chairperson of the Karamoja Zonal Presidential Industrial Skilling Hub Board, Mr. John Paul Kodet Ditecks, commended President Museveni for initiating a programme that had transformed the lives of many young people.

He said the hub had produced skilled labour benefiting from both employment and self-employment opportunities.

Mr. Kodet urged the government to strengthen communication and coordination while expanding training courses to include additional areas such as plumbing.

Kotido Municipality Mayor, Mr. Peter Abrahams, admitted that he initially opposed the project but changed his mind after witnessing its impact.

“I was one of those who did not support this project at first, but today I can genuinely confirm that it is a game changer for Karamoja. Many youths have acquired skills, secured jobs and others have started their own businesses,” he said.

Mr. Abrahams said demand for training had exceeded the capacity of the Napak facility, leaving many applicants without opportunities.

He proposed that the second hub be established in Kotido, where the municipality has already secured about 70 acres of land.

“Kotido is centrally located in northern Karamoja. We are ready to surrender the land to the State House for construction of another industrial hub,” he said.

He said the proposed facility would serve Kotido, Karenga, Kaabong, Abim and other surrounding areas.

Eng. Kamugisha assured leaders that the government was already planning to establish another industrial hub in Karamoja in the next financial year.

He said preparations would commence immediately and additional vocational courses would be introduced in line with President Museveni’s directive to widen access to skills training.

Eng. Kamugisha said the programme would continue strengthening its key pillars, including vocational skilling, value addition, common-user production facilities and the Four-Acre Model.

“This is Kisanja No Sleep and No Corruption. We want every stakeholder involved so that the programme achieves its intended purpose. We are also monitoring how the Shs50 million SACCO funds are being utilised because they must improve the livelihoods of our graduates,” he said.

Several graduates shared testimonies of how the programme had transformed their livelihoods.

Peter Chilla from Lokatap in Kotido District said he invested about Shs1 million in construction tools after receiving support through the programme.

After securing construction jobs and earning income, he diversified into produce trading by buying and selling maize flour and beans, allowing him to sustain his livelihood even when construction works slowed down.

Another beneficiary, Angela Martin from Moroto, said the programme enabled him to acquire welding and grinding machines. He has since become an instructor with a local NGO and trains other youth in welding and fabrication from his home, which now serves as an internship centre.

Martin appealed for support to acquire land to expand the training facility and thanked President Museveni for introducing a programme that had changed his economic fortunes.

For trainees like Opio, the expansion plans offer renewed hope that more young Ugandans, regardless of disability or background, will have opportunities to transform their lives through skills development and entrepreneurship.

ADJUMANI — The nation today bid farewell to one of its greatest patriots— Gen. (Rtd) Hon. Moses Ali, a statesman who devoted his whole life to serving Uganda with courage, wisdom and unwavering commitment.

Speaking at the burial in Adjumani, the Minister for the Presidency, Hon. Babirye Milly Babalanda, who also chaired the National Organising Committee, thanked all Ugandans who contributed to giving the late a dignified and befitting send-off.

“Your dedication has demonstrated the respect and affection that our nation had for its extraordinary son,” she said.

Minister Babalanda conveyed deepest appreciation to His Excellency President Yoweri Kaguta Museveni “for according his longtime friend, brother, and comrade an official burial, and for standing with the family throughout this difficult time.

She equally thanked the Parliament of Uganda for the special tribute sitting held in his honour and for supporting the burial arrangements.

She expressed appreciation to Gen. Moses Ali’s fellow Ministers and Members of Parliament for walking a journey with him until his final days and for honouring him with heartfelt tributes that have reminded the nation of his remarkable legacy of patriotism, humility and selfless service.

Minister Babalanda extended gratitude to the people of West Nile for nurturing and sharing with Uganda such an exceptional leader. “The overwhelming love you have shown your ‘Lion Son’ in life and in death is a testimony to the lasting bond he forged with his people,” she said.

She also joined the entire nation and the Muslim community, under the leadership of the Mufti of Uganda, in mourning the loss of “a peacemaker, statesman and a tireless champion of development.”

As Gen. Moses Ali was laid to rest, Minister Babalanda urged Ugandans to emulate the values he lived for.

“While great leaders depart, the values they lived for endure. The greatest tribute we can pay him is to preserve our unity, work hard for our country and serve Uganda with the same dedication that defined his remarkable life,” she said.

“May the Almighty Allah grant our departed elder eternal peace, comfort his family, and bless Uganda.”

The official burial was held at the late’s ancestral home in Abiri Chako Village, Adjumani District, and was attended by the Vice President, H.E. Jessica Alupo, government officials, MPs, religious leaders, and thousands of mourners from across West Nile and beyond.

KAMPALA — Prominent Ugandan business magnates Dr. Sudhir Ruparelia and Hajji Hamis Kiggundu recently hosted a high-level delegation from Heritage Times Africa (TheHTAfrica) as the country ramps up preparations to host the inaugural East African Trade and Digital Summit later this year.

The visiting delegation, led by Moses Siloko Siasia, Chairman and CEO of Heritage Times, engaged key leaders across Uganda’s investment, energy, and commercial sectors.

High-level private meetings with Dr. Sudhir and Hajji Kiggundu focused on Uganda’s economic growth trajectory, particularly developments surrounding the emerging oil and gas industry, while exploring strategic cross-border opportunities within the East African Community (EAC).

Government Backing and Summit Readiness

The private sector engagements build on broader high-level diplomacy. Earlier in their visit, the Heritage Times delegation was officially received by Rt. Hon. Rebecca Kadaga, First Deputy Prime Minister and Minister for East African Community Affairs.

Kadaga re-affirmed the government’s full commitment to hosting a successful summit, alongside key cabinet ministers overseeing Trade, Industry, and Information and Communications Technology (ICT).

The forthcoming East African Trade and Digital Summit aims to unite regional policymakers, global investors, and business leaders to accelerate economic cooperation and digital integration across East Africa.

President Yoweri Kaguta Museveni has reaffirmed Uganda’s commitment to supporting the Democratic Republic of Congo (DRC) in combating the ongoing Ebola outbreak, emphasizing regional cooperation, early detection, and timely treatment as critical measures in containing the disease.

The President made the remarks this evening at State House, Entebbe while meeting Dr. Kamba Mulanda Samuel Roger, the Minister of Public Health, Hygiene and Social Welfare of the Democratic Republic of Congo, who delivered a special message from the DRC Government.

During the meeting, President Museveni noted that Uganda had successfully contained its recent Ebola cases through early detection, effective treatment, and strict public health measures. He explained that while a number of health workers were initially infected before the disease was identified, no further local transmission occurred after the necessary preventive measures were implemented.

The President said Uganda registered both Congolese and Ugandan Ebola patients, with the overwhelming majority recovering after receiving treatment. He observed that the few fatalities involved patients who sought medical attention late.

President Museveni explained that Uganda could not close its border with the Democratic Republic of Congo because of the importance of cross-border trade and the close ties between the people of the two neighbouring countries. Instead, the Government strengthened screening and surveillance at border entry points, particularly for cargo transport, to safeguard public health while ensuring the continued movement of essential goods.

To strengthen the regional response, President Museveni proposed the establishment of Ebola treatment centres inside eastern Democratic Republic of Congo, in partnership with the Congolese Government. He said such facilities would enable patients to receive timely treatment closer to their communities, reduce the movement of infected persons across the border, and help contain the spread of the disease.

The President reiterated Uganda’s readiness to work closely with the DRC by providing treatment, technical expertise, and other necessary support to help control the outbreak.

“We shall do everything within our means to help because the people of the Democratic Republic of Congo are our brothers and sisters,” President Museveni said.

The meeting underscored the strong cooperation between Uganda and the Democratic Republic of Congo in addressing cross-border public health challenges and reaffirmed the shared commitment of both countries to protecting the health and well-being of their people through coordinated regional action.

The meeting was also attended by Minister of health, Dr. Chris Baryomunsi, The Permanent Secretary- Ministry of Health, Dr. Diana Atwine, The Inspector General of Police, Abas Byakagaba and his team, Commander UPDF Land Forces, Lt Gen. Kayanja Muhanga, among other senior leaders.
