The Afro-Arab Youth Council (AAYC) has joined President Yoweri Kaguta Museveni, the Government and the people of Uganda in mourning the passing of Gen. Rt. Hon. I join fellow Ugandans in
mourning the transition of the Right Honorable General Moses Ali, a towering statesman whose life became inextricably woven into the very tapestry of our nation’s history.

Few public figures have personified the intricate, often turbulent contours of Uganda’s socio-political evolution as profoundly as he did.

His extraordinary trajectory spanning high-ranking service in an earlier regime, leading an armed liberation struggle under the Uganda National Rescue Front, and ultimately orchestrating a historic reconciliation to serve under the National Resistance Movement stands as a monumental testament to a profound truth.

Irrespective of the shifting tides of political fortune, he consistently subordinated personal ambition to the collective destiny of the republic.
This rare, self-abnegating patriotism serves as a compelling indictment of the transactional opportunism that so frequently compromises contemporary political leadership.

Remarkably, despite navigating the highest corridors of military stratagem and state authority across multiple decades, his career remained unblemished by the ignominy of major scandal. Neither ostentation nor overbearing arrogance colored his public persona; instead, he bore the profound responsibilities of his offices with a stoic, quiet dignity that magnified the brilliance of his achievements.In capturing the essence of such a life, we are reminded of the sacred words of the Holy Qur’an: ” Every soul will taste death, and you will only be given your compensation on the Day of Resurrection .”Surah Ali ‘Imran 3:185

His earthly journey leaves behind a legacy rich with enduring lessons in humility, unwavering patriotism, indefatigable resilience, and principled statesmanship.

Even as the frailties of advancing age prompted contemporary commentators to urge his departure from the elective arena, General Moses Ali remained resolute, responding to what he perceived as a transcendent obligation to the constituents of Adjumani who steadfastly sought his stewardship. In this unwavering resolve, he demonstrated that the vigor of conviction far eclipses the mere physical vitality of youth, reminding us that genuine leadership is calibrated not by temporal endurance, but by the depth of one’s fidelity to the populace.

Perhaps the most luminous chapter of his remarkable odyssey unfolded in his twilight years when, refusing to capitulate to the arbitrary limitations imposed by age, he returned to the rigors of academia. Sitting in lecture halls alongside pupils young enough to be his grandchildren, he conquered the formidable curriculum of Makerere University and the Law Development Centre to qualify as a legal practitioner. In that singular, audacious feat, he bequeathed to us a timeless truth: the most restrictive barriers to human self-actualization are not those forged by chronology or circumstance, but those we tentatively construct within our own minds.

May Allah grant him eternal rest, comfort his family, and may his magisterial legacy continue to inspire generations of Ugandans to elevate duty above self, principle above temporary expediency, and the nation above personal aggrandizement.

KAMPALA— The President of the Republic of Uganda, H.E. Gen. (Rtd) Yoweri Kaguta Museveni, has granted an official burial to the fallen Member of Parliament for East Moyo County, Adjumani District, Gen. (Rtd) Hon. Moses Ali, the Minister for the Presidency, Hon. Babirye Milly Babalanda has announced.

In a statement, the Minister described the late General as “a distinguished patriot, elder statesman, and former 2nd Deputy Prime Minister of the Republic of Uganda.”

“Dear friends, I wish to inform you all that the President of the Republic of Uganda, H.E. Gen. Rtd. Yoweri Kaguta Museveni, has granted an official burial to the fallen member of Parliament for East Moyo County-Adjumani District, a distinguished patriot, elder statesman, and former 2nd Deputy Prime Minister of the Republic of Uganda, Gen. (Rtd.) Hon. Moses Ali,” Minister Babalanda said.

She added that the National Organising Committee (N.O.C.) is already meeting with the family of the deceased to organise a befitting send-off.

Minister Babalanda extended heartfelt condolences to President Museveni, the bereaved family, the people of Adjumani, colleagues in government, and all Ugandans mourning the loss.
“May the Almighty Allah forgive his shortcomings, grant him Jannatul Firdaus, comfort his family and loved ones during this difficult time. _Inna lillahi wa inna ilayhi raji’un_. May his soul rest in eternal peace,” she said.

Gen. (Rtd) Moses Ali served Uganda for decades in various capacities, including as a legislator, Minister, and 2nd Deputy Prime Minister. He was widely respected for his wisdom, patriotism, and commitment to national unity and development.

Details of the burial programme are expected to be communicated by the N.O.C. following consultations with the family.

Kamuli Roads Horror: Muyingo Thanks God for Saving 31 Students as Kapchorwa Tragedy Forces School Safety Rethink

KAMPALA – The State Minister for Higher Education, Dr. John Chrysostom Muyingo, has expressed gratitude to God for protecting 31 students who survived a horrific night road crash along the Kamuli–Jinja Highway. The incident comes at a time when the government is moving to tighten school transport safety regulations following the recent fatal Kapchorwa crash involving King David Junior School, Ndejje.

The Friday night accident occurred at around 9:30 p.m. at Busota Village, near Busota Health Centre in Kamuli District. It left 31 students injured following a head-on collision between a school bus and a Tata lorry.

Dr. Muyingo described the students’ survival as a miracle but noted that the incident serves as a stark reminder that road safety demands discipline, responsibility, and strict commitment from all stakeholders.

“I strongly condemn reckless driving and the unauthorized, nighttime movement of students by school administrators. We must maintain safety on our roads. I am deeply grateful to God for sparing the lives of these 31 students,” Dr. Muyingo said in an interview.

The Minister urged all motorists to respect traffic guidelines issued by the Uganda Police Force, warning that reckless overtaking, speeding, and careless driving continue to endanger innocent lives. He emphasized that every decision made behind the steering wheel carries heavy consequences, particularly when transporting vulnerable passengers like schoolchildren.

Following the crash, Dr. Muyingo revealed that the Ministry of Education and Sports has dispatched officials to Kamuli District to investigate the circumstances surrounding the accident.

“We have already deployed our officials to Kamuli to ascertain the facts. We are working closely with local government authorities to ensure the safety of students both within school premises and during external school activities,” he said.

The Minister further advised school administrators nationwide to suspend all planned educational trips until official, comprehensive safety guidance is issued.

According to the Busoga North Regional Police Spokesperson, Mr. Michael Kasadha, the accident involved a school bus belonging to Buzaaya Secondary School (registration number UAZ 463E) which was transporting students from Nalongo Secondary School in Namwendwa, and a Tata lorry (registration number UAB 272W).

Preliminary police findings indicate that the lorry was heading towards Jinja from Kamuli when the driver attempted a reckless overtaking maneuver.

“The maneuver turned tragic when the lorry driver lost control, veered into the opposite lane, and crashed head-on into the oncoming school bus,” Kasadha stated.

The victims included 20 female and 11 male students, who sustained injuries of varying severity. Emergency response teams rushed to the scene and evacuated the victims to Kamuli General Hospital, where they are currently receiving medical treatment.

Police confirmed that investigations are ongoing to establish whether the vehicles complied with standard safety requirements and to determine the exact cause of the crash.

Kapchorwa Tragedy Sparks National Safety Debate

The Kamuli crash comes on the heels of another devastating accident in Kapchorwa, where several pupils from King David Junior School, Ndejje, lost their lives and others were critically injured during an educational tour.

The Kapchorwa tragedy triggered nationwide outrage and a fierce debate over the safety of learners on school trips. In response, the Ministry of Education and Sports has moved to review and enforce stricter policies governing student travel, trip planning, and chaperon supervision.

The government has reiterated that moving forward, every school trip must have a verifiable educational purpose, rigorous logistics planning, and absolute compliance with mechanical and safety standards before clearance is granted.

Education Expert Warns Against Risky Journeys

Weighing in on the crisis, Mr. Emmy Kasule, the Headteacher of Bukakata Seed Secondary School, noted that while educational trips are vital for practical learning—especially for subjects like Geography—schools must stop organizing unnecessary, long-distance journeys that expose learners to extreme risks.

“It is unsafe to transport children over excessively long distances. School managers must remember that these children are delicate and their safety is paramount,” Kasule warned.

He criticized the growing trend where schools organize lengthy, exhausting cross-country trips without factoring in driver fatigue, mechanical vulnerability, and poor logistical planning.

According to Kasule, school administrators bear the ultimate liability for the safety of learners because they make the final executive decisions.

“The ultimate responsibility for these children lies squarely with school administrators. It is unsustainable and dangerous to use unreliable staff or mechanically faulty vehicles,” he said.

While welcoming the government’s intervention, Kasule cautioned that the new safety regulations must not just remain on paper but must be rigorously enforced on the ground. He also pointed out that the public and policy-makers often overlook the teachers who lose their lives or sustain injuries while protecting learners during such tragedies.

“The Kapchorwa accident should remind the country that teachers are also part of the academic community heavily affected by these road tragedies,” he added.

Commercialization of School Trips Questioned

Mr. Kasule raised a red flag over what he termed the “commercialization” of school tours, arguing that some institutions now organize trips as profit-generating ventures rather than strictly academic endeavors.

“Many of these trips are currently driven by commercial interests to make money from parents, rather than genuine teaching goals,” Kasule claimed.

He called for greater professionalism and integrity among school directors and administrators, adding that school board chairpersons must also possess adequate knowledge of education management to provide effective oversight.

“To improve the education sector, school directors must be professional and deeply knowledgeable about the system. Teaching is a noble profession that demands integrity, virtue, and ethics,” he said.

A Collective Responsibility

Dr. Muyingo concluded by emphasizing that protecting Ugandan learners requires collective vigilance from government agencies, school administrators, parents, drivers, and traffic officers.

As investigations into the Kamuli crash proceed, authorities have renewed their appeal to motorists to eliminate reckless road behaviors. For the families of the 31 survivors, the incident is a harrowing reminder of how a single moment of negligence on Ugandan roads can turn an exciting educational tour into a nightmare.

The Ministry of Education maintains that safeguarding learners remains at the epicenter of upcoming school transport reforms.

ACHOLI SUB-REGION: The Minister of State for Local Government, Hon. Justine Nameere Nsubuga, has launched the construction of more than 69 kilometres of community access roads under the Rural Development and Food Security (RUDSEC) Project, a major infrastructure initiative aimed at improving rural connectivity and boosting agricultural productivity in Northern Uganda.

The roads, funded by the Government of Uganda in partnership with the German Government through KfW Development Bank, are expected to reduce transport costs, minimize post-harvest losses and connect thousands of farmers to markets, supporting the objectives of the Parish Development Model (PDM).

The launch was attended by the area Member of Parliament, political and technical leaders from Agago, Lamwo and Pader districts, officials from the Ministry of Local Government, development partners, contractors and members of the local community.

Speaking during the launch, Hon. Nameere described the project as a significant investment in rural development, saying improved road infrastructure is essential for increasing agricultural production, creating employment and improving household incomes.

She said the project will enhance access to markets and social services while opening up new business opportunities for communities across the Acholi Sub-region.

The project covers four road sections: Kalongo–Lomoi Road Section A (15km) and Section B (14.9km) in Agago District, Corner Ogwec–Tenten Road (21.6km) in Lamwo District, and Puranga–Ogonyo–Achola Stream Road (18km) in Pader District.

Hon. Nameere directed contractors to deliver quality, climate-resilient roads and warned that the Government would not tolerate delays, substandard work or corruption.

She pledged the Ministry’s full support during implementation, saying she would work closely with the Minister of Local Government, Hon. Balaam Barugahara, and the Permanent Secretary, Mr. Ben Kumumanya, to ensure the project is completed on time and to the required standards.

The Minister also tasked Resident District Commissioners, District Chairpersons and Chief Administrative Officers in Agago, Lamwo and Pader to strengthen supervision through regular site inspections and ensure contractors comply with project specifications.

She urged residents to protect construction equipment and completed infrastructure from vandalism, cooperate with contractors and take advantage of employment opportunities created during the construction period.

Hon. Nameere further encouraged communities to increase agricultural production and strengthen their savings groups so they can fully benefit from improved access to markets once the roads are completed.

She thanked the German Government and KfW Development Bank for their continued partnership with the Ministry of Local Government, saying their support is helping transform rural infrastructure and promote sustainable economic growth in Northern Uganda.

Once completed, the 69-kilometre road network is expected to improve the movement of people and goods, lower transportation costs, strengthen local trade and accelerate socio-economic development across the Acholi Sub-region.

JINJA — Burugo Primary School from Jinja District has been crowned the national champion of the first-ever Dettol Hygiene Quest Festival, a nationwide competition that used Music, Dance and Drama (MDD) to teach schoolchildren lifelong hygiene habits.

The festival, which concluded its maiden edition in Jinja, drew participation from 159 schools across Uganda, with 25 advancing to the grand finale. Pupils staged creative performances promoting sanitation, hand hygiene and disease prevention, with Burugo Primary School’s presentation earning them the top honour and a token of appreciation for their commitment to hygiene improvement.

The grand finale attracted senior officials from the Ministry of Education and Sports, district local government leaders and representatives of non-governmental organisations. Speakers at the event emphasised the value of innovative, participatory approaches in advancing Uganda’s national health and education goals.

## Arts as a Vehicle for Public Health

Organisers say the festival demonstrated the power of blending cultural expression with public health messaging, helping young learners internalise hygiene practices rather than simply memorising them.

“By using Music, Dance and Drama, we have seen students move beyond rote learning to internalise hygiene as part of their cultural identity,” said Dr. Shamim Nabuuma Kaliisa, Founder and CEO of Chil AI Lab and Focal Person for the Dettol Hygiene Quest in Uganda. “The creativity displayed by Burugo Primary School and all our finalists proves that when we engage children through the arts, the message of health resonates deeply and effectively.”

Dr. Kaliisa confirmed the festival will return. “The success of this year’s festival proves that our children are the best ambassadors for change. We are committed to bringing this platform back next year bigger and bolder to ensure that the culture of health through music, dance and drama continues to inspire every school across Uganda.”

## Combining Technology and Tradition

The Dettol Hygiene Quest is supported by Reckitt, the makers of Dettol, Jik and other consumer products. Technology partners, including Chil AI Lab, complement the creative platform with digital innovations such as the Dettol Hygiene Quest AI Chatbot. Together, these tools are integrated into school activities with the aim of reducing hygiene-related absenteeism and nurturing a generation of healthy, responsible citizens.

The programme bridges digital literacy and cultural engagement, working with government and school partners to improve sanitation infrastructure and promote better health outcomes for students across the country.

Uganda is mourning the passing of former Second Deputy Prime Minister and Adjumani West County Member of Parliament, Gen. Moses Ali, 87, who died on Saturday at Nakasero Hospital in Kampala.

According to preliminary information, the veteran politician, freedom fighter and statesman passed away at around 4:25 p.m.

Gen. Moses Ali was one of Uganda’s longest-serving political and military leaders, with a public service career spanning several decades. He served as the country’s Second Deputy Prime Minister and held various ministerial positions under successive governments. At the time of his death, he was serving as the Member of Parliament for Adjumani West County.

Widely regarded as a distinguished patriot, Gen. Ali played a significant role in Uganda’s political and security landscape and was respected for his contribution to national reconciliation, peace-building and public service.

News of his passing has prompted an outpouring of condolences from political leaders, colleagues and members of the public, many paying tribute to his dedication to the country and his decades of service.

The government and the family are expected to announce funeral arrangements and further details in due course.

Gen. Moses Ali’s death marks the end of an era for one of Uganda’s most experienced and influential statesmen.

President Yoweri Kaguta Museveni has confirmed the death of former Second Deputy Prime Minister and Adjumani West County Member of Parliament, Gen. Moses Ali, describing him as a dedicated patriot whose decades of service left an enduring mark on Uganda.

In a statement issued on Saturday, President Museveni said Gen. Moses Ali passed away at Nakasero Hospital at 4:00 p.m.

“It is with deep sorrow that I announce the death of our brother Gen. Moses Ali. He died today at Nakasero Hospital, at 1600 hours,” the President said.

President Museveni praised the late Gen. Moses Ali for his distinguished service to the country both as a soldier and a political leader, noting that he devoted much of his life to the development and stability of Uganda.

He also highlighted the late general’s contribution to agricultural transformation in the West Nile sub-region, where he set an example as a successful modern farmer.

“Gen. Moses Ali has provided service to his country for a long time, as a soldier and a political leader. In the West Nile region, he provided the good example of being a big modern farmer. We shall miss greatly his contribution,” President Museveni said.

The President conveyed his condolences to the family, friends and the people of West Nile, praying for the eternal repose of the late statesman’s soul.

“May the Almighty God rest his soul in eternal peace,” he concluded.

Gen. Moses Ali served Uganda in several senior government positions over the years and was widely regarded as one of the country’s longest-serving political and military figures. His death marks the end of a long career in public service that spanned several decades.
