Police have arrested and detained two school bus drivers for dangerously overloading buses carrying pupils of St. Kizito Primary School, barely a day after the deadly school bus crash in Kapuchorwa.
The Directorate of Traffic Police Spokesperson Micheal Kananura has identified the suspects as Kimbugwe Alia, driver of UA 092AS, who was found with 110 pupils on board, and Mutesasira Abubakari, driver of UAN 619X, who was carrying 97 pupils.
According to police, the two buses were intercepted on Friday morning at Golf Course during a traffic operation.
Both drivers have since been charged with relevant traffic offenses and are detained at Kampala Central Police Station pending court appearance.
Police said they are working with the school management to ensure the pupils are safely transported to their destination using appropriate means.”With other key stakeholders we are working on guidelines for improving school transportation safety to minimize the increasing number of road crashes involving school children Kananura said.
The crackdown comes barely a day after the at Chekwatit crash in Kowo Sub-county, Kapchorwa. Two more pupils have died at Kapchorwa General Hospital, bringing the total number of fatalities to 21.
The victims were pupils of King David Junior School, Ndejje, who were returning from a study tour when their school bus, UA 108BQ, reportedly developed a mechanical fault and crashed along the steep Chekwatit Hill, one of the country’s known accident black spots.
According to police, more than 70 people sustained injuries in the crash and were rushed to Kapchorwa General Hospital, Kaserem Health Centre IV, and Mbale Regional Referral Hospital for treatment.
Justin Phiona Namusazi, a parent at a Kampala school, has expressed concern over the rising number of crashes involving buses transporting students. She said there are a lot of gaps in the entire process of transporting children on school trips by school managements and bus companies.Said she: “I have just heard about the King David School accident involving our children. It is very unfortunate that these accidents continue to happen. I spent the night thinking about these trips. Imagine receiving news that your child has died on a school trip. We appeal to government to put in place punitive measures against schools and bus companies.”
Namusazi said school trips cannot be abolished, but she proposed that the Ministry of Works and Transport, working with the Ministry of Education, should register bus companies and drivers contracted to transport children.
“Whenever a new school term is starting, the ministry should identify qualified and inspected bus companies, with certified drivers who have the required certificates, Namusazi said. “Then the traffic police should do their job.”
Other incidents reported this year include a February accident in Mbarara where a school bus ferrying pupils overturned, leaving several learners injured. In May, a van transporting pupils in Wakiso District collided with a truck, killing 2 pupils and injuring others.
Last week, a school train in Kampala knocked a pupil near the Namanve railway crossing, sparking fresh debate about safety at railway crossings used by learners.

The High Court Criminal Division has fixed July 24, 2026, to hear a bail application filed by jailed lawyer Erias Lukwago.
The former Kampala Lord Mayor is seeking release from Luzira Prison pending the hearing of the misprision of treason case against him.
According to a production warrant issued by the High Court on July 16, 2026, the Officer in Charge of Luzira Upper Prison has been directed to produce Lukwago before Justice David Matovu at 10:00 a.m. for the hearing of his bail application arising from Criminal Case No. 0762 of 2026.
In his Notice of Motion, filed through M/s Lukwago & Co. Advocates, Lukwago invokes constitutional provisions guaranteeing the right to liberty and the right to apply for bail, arguing that he satisfies the legal requirements for release.
Lukwago describes himself as an advocate of the Courts of Judicature, the immediate former Lord Mayor of Kampala Capital City, former Kampala Central Member of Parliament, former Shadow Attorney General and Executive Chairperson of the People’s Front for Freedom (PFF).
He argues that he remains presumed innocent until proven guilty and says he has a permanent residence in Bulwa Zone, Wakaliga, Rubaga Division, Kampala, making him unlikely to abscond.
He also states that his long legal career means he fully understands the obligations attached to bail and is prepared to comply with any conditions imposed by court.
Court documents state that he suffers from hypertension, chronic gastritis, hiatus hernia, tinnitus, serious spinal complications, respiratory ailments and post-operative complications requiring specialised medical care, close supervision, strict medication and a prescribed diet.
According to the application by his workmates under his law Firm, Lukwago says the prison conditions cannot adequately provide the level of treatment required.
Lukwago further contends that his advanced age ( he is 56years old ) and deteriorating health make continued detention in prison particularly difficult.
In a supporting affidavit sworn from Luzira Prison, Lukwago recounts events leading to his arrest. He states that on June 15, 2026, armed operatives, some people allegedly dressed in Uganda People’s Defence Forces (UPDF) uniforms, surrounded his home in Wakaliga, forced entry and arrested him before transporting him in what he describes as a drone vehicle to an undisclosed location.
He alleges that he was held for two days without access to lawyers, family members or his personal doctors before being transferred to Kira Police Station and subsequently produced before the Makindye Chief Magistrate’s Court on June 17, 2026, where he was charged with misprision of treason .
Lukwago further states that his initial application for bail before the Chief Magistrates Court was rejected, although the court directed that he be taken to Mulago National Referral Hospital for medical examination.
According to his affidavit, medical specialists at Mulago later concluded that he requires specialised treatment in India which cannot be provided in Uganda under prison conditions. Lukwago says he previously underwent cervical spine surgery at Fortis Memorial Hospital in India after being diagnosed with a C6-C7 disc prolapse.
He also states that he suffers from gastroesophageal reflux disease (GERD), tinnitus and other chronic conditions requiring continuous specialised treatment.
Lukwago alleges that while in detention between June 15 and June 16, he was subjected to forced physical exercises despite his post-operative condition, aggravating his medical problems.
The applicant argues that continued detention without access to the required treatment could expose him to grave and irreparable harm.
To support his bail application, Lukwago has presented four proposed sureties whom he says are personal friends prepared to stand surety for him and they are;
Rt. Hon. Betty Aol Ocan, Woman Member of Parliament for Gulu City, former Leader of the Opposition and Deputy President of the People’s Front for Freedom for Northern Uganda, Dr. Michael Philip Bayiga Lulume, former Member of Parliament for Buikwe South Constituency, Medical Practitioner, Medical Director of Kampala International Medical Centre Kisasi, and Deputy President of the People’s Front for Freedom for Buganda Region, Betty Bakireke Nambooze, Member of Parliament for Mukono Municipality and Chairperson of Parliament’s Public Accounts Committee (Local Government). The other surety is Hajji Abdul Sewankambo , Lukwago’s elder brother and heir to the estate of his late father, Hajji Muhamood Mirundi.
In the affidavit, Lukwago further says he has practised law for nearly three decades and has no intention of abandoning his legal practice or family responsibilities. He also argues that he has every incentive to attend trial in order to clear his name.
He further contends that the prosecution would suffer no prejudice if he is granted bail, while his continued incarceration poses a serious risk to his health and life.
Justice David Matovu is expected to hear the application on July 24, 2026.
Lukwago was committed to the Highcourt yesterday by the Makindye Chief magistrates Court following completion of investigations into misprision of treason charge against him.
According to an indictment signed by Assistant Director of Public Prosecutions Thomas Jatiko, Lukwago is accused of failing to report information relating to an alleged plot to overthrow the Government of Uganda between 2021 and November 2024.
The prosecution alleges that, as President of the People’s Front for Freedom, Lukwago knew that opposition figures, including Dr. Kizza Besigye, Hajji Obeid Lutale, Joel Wakhaima and Frank Kiherere Atukunda, allegedly intended to commit treason but neither informed the authorities nor took reasonable steps to prevent the alleged offences.
The charge is brought under Section 25 of the Penal Code Act, which criminalises the failure to promptly report knowledge of intended treason to the relevant authorities.
According to the prosecution, investigations began after Andrew Wilson, described as the proprietor of a private security company dealing in firearms, investigations and tactical training, allegedly alerted Uganda’s military intelligence that he had been approached by Switzerland-based Ugandan Joel Wakhaima to source weapons, military equipment and training for a group allegedly planning to overthrow the government through armed rebellion.
Prosecutors say Wilson subsequently worked as an undercover operative under the supervision of military intelligence, secretly recording meetings and conversations with individuals allegedly linked to the plot.
Court documents indicate that Wilson later attended meetings in Brussels, Geneva and Nairobi involving several opposition politicians and activists.
The prosecution alleges that Lukwago attended one of the meetings in Brussels, where discussions centred on recruiting Wilson as a military and security adviser for the alleged plot, but failed to report the information to authorities.
The prosecution further alleges that Lukwago knew about plans to recruit and train supporters in intelligence gathering, surveillance, drone operations and paramilitary tactics, including an alleged training programme in Kisumu, Kenya, which prosecutors say was facilitated with US$5,000 provided by Wilson.
It is also alleged that Lukwago also knew of a November 2024 meeting in Nairobi where discussions allegedly included acquiring surface-to-air missiles, drones and other weapons, as well as plans to assassinate President Yoweri Museveni and trigger civil disobedience, but deliberately failed to disclose the information.

The Buganda Road Chief Magistrate’s Court has suspended extradition proceedings against former African Union Policy Adviser Michael Katungi Mpeirwe after the High Court ordered a stay of the case pending the hearing of his application challenging the extradition.
Chief Magistrate Ritah Neumbe Kidasa halted the proceedings on Friday after being presented with an interim order issued by High Court Civil Division Judge Simon Peter Kinobe.
The United States is seeking Katungi’s extradition to face charges of conspiring with three foreign nationals to possess firearms, including machine guns and destructive devices, trafficking cocaine, and providing material support to a designated foreign terrorist organisation.
Katungi’s lawyer, Fred Mukasa Mbidde, said the extradition proceedings had been formally suspended while the High Court considers the defence’s application for revision. He explained that the Buganda Road Court will only mention the case until the High Court reaches a decision.
The magistrate fixed the matter for mention on July 31, 2026. However, Mbidde said the appearance will be largely procedural because the High Court has already set timelines extending into August.
According to the High Court order issued on July 15, 2026, the State must disclose all the evidence it intends to rely on, while Katungi is required to file his response and supporting affidavits by July 27. Both parties will then exchange written submissions before the High Court delivers its ruling on August 13.
Mbidde said the defence will vigorously oppose the extradition request, arguing that there are no legal or factual grounds to justify sending Katungi to the United States. He said the defence would use every available legal avenue to challenge the request and maintain that, if the allegations are supported by sufficient evidence, any trial should be conducted in Uganda rather than abroad.
He further argued that while the international narcotics convention cited by the United States creates offences related to drug trafficking, it does not impose a mandatory obligation on countries to extradite suspects accused of such offences.
The extradition request is based on an indictment issued by the United States District Court for the Eastern District of Virginia, Alexandria Division.
According to U.S. prosecutors, Katungi allegedly worked with Bulgarian national Peter Dimitrov Mirchev, Kenyan national Elisha Odhiambo Asumo and Tanzanian national Subiro Osmund Mwapinga in a conspiracy to distribute at least five kilograms of cocaine, knowing the drugs would be smuggled into the United States.
The indictment also accuses the group of conspiring to possess machine guns and other destructive weapons to support drug trafficking and of providing material support to Mexico’s Cartel de Jalisco Nueva Generación (CJNG), which the United States has designated a foreign terrorist organisation.
Prosecutors allege that from September 2022, the group planned to supply military-grade weapons, including rocket launchers, grenades, sniper rifles, anti-personnel mines, anti-aircraft weapons and surface-to-air missile systems, to the cartel. The weapons were allegedly intended to facilitate large-scale cocaine trafficking into the United States.
The indictment further alleges that Mirchev recruited Asumo to obtain a fraudulent End-User Certificate from an African country to conceal the true destination of the weapons. Asumo is said to have recruited Katungi, who in turn enlisted Mwapinga to obtain a Tanzanian End-User Certificate. Prosecutors say the certificate was later used to facilitate the export of a test shipment of 50 AK-47 rifles, magazines and ammunition from Bulgaria.
The group is also accused of planning to supply weapons worth about 53.7 million euros (approximately 58 million U.S. dollars) using falsified documentation to disguise the intended end user. Court records further indicate that Mirchev had previously been linked to convicted international arms trafficker Viktor Bout.
Katungi, a former Uganda People’s Defence Forces (UPDF) officer who previously served as Commissioner for External Affairs, has been on remand at Luzira Prison since June 29, 2026, following his arrest under a warrant issued in response to the U.S. extradition request.

Uganda is celebrating after Praise Wisdom, a Senior Five student at London College of St. Lawrence, won the 16th edition of CRDB Bongo Star Search 2026, one of East Africa’s biggest music talent competitions.
Praise beat more than 70 contestants from across Africa during the competition, which ended with a grand finale in Dar es Salaam, Tanzania. Her powerful vocals and confident performances helped her claim the top prize.
Her victory earned her TZS 50 million and a brand-new Mazda CX-3, marking a major milestone in her music career.
Praise balanced school with months of competition, showing determination and discipline throughout the journey. She first auditioned in Kenya before joining the competition camp in Tanzania, where she spent more than three months competing for the title.
Her success has made her one of Uganda’s fastest-rising young singers and brought pride to London College of St. Lawrence.
The win also shines a spotlight on Uganda’s growing music talent. It shows that young Ugandan artists can compete against some of East Africa’s best performers and come out on top.

The government has suspended all school trips and educational excursions across Uganda with immediate effect following the fatal road crash that claimed the lives of nearly 20 pupils from King David Junior School in Makindye.
The announcement was made on Friday by Acting Education Minister Dr John Chrysostom Muyingo as grief continued to grip the school, which has since closed for two weeks to allow pupils, staff and families time to mourn.
“The Ministry of Education and Sports is deeply saddened by the recent road accidents involving school trips,” Dr Muyingo said before visiting the school. “We extend our heartfelt condolences to the families who have lost their loved ones and wish a full and speedy recovery to all those who were injured.”
He said educational trips remain an important part of learning but stressed that they should never compromise the safety of children.
“As an immediate precautionary measure, all school trips and educational excursions are hereby suspended with immediate effect until further notice,” he announced. The suspension will remain in force while the ministry reviews existing guidelines and introduces stronger safety measures for school travel.
Dr Muyingo directed the Permanent Secretary to urgently review all policies governing school trips and excursions. Schools have also been reminded to strictly follow safety requirements, including using only roadworthy and licensed vehicles driven by qualified drivers with good safety records.
Other measures include carrying out proper risk assessments, obtaining all necessary approvals, keeping parents fully informed, avoiding overnight travel, ensuring drivers are well rested, and maintaining appropriate teacher-to-learner supervision throughout the journey.
The Ministry of Education said it is working with the Uganda Police, the Ministry of Works and Transport and other relevant agencies to investigate the recent crashes and strengthen measures to prevent similar tragedies.
At King David Junior School, the pain was evident as anxious parents gathered on Friday, many still searching for information about their children. Some surrounded Dr Muyingo when she arrived, pleading for answers.
“First ban these school trips,” one distraught parent cried, accusing some school proprietors of putting children’s lives at risk.
The school’s Director of Studies later announced a two-week closure to allow learners, staff and families time to grieve and recover from the tragedy. Even before the government’s decision, many parents had already begun withdrawing their children from school trips, citing growing concerns about safety following a series of accidents involving learners.
The latest tragedy occurred on Thursday evening in Kapchorwa District as pupils were returning from a study tour to Sipi Falls. Preliminary reports indicate that the school bus developed mechanical problems during the journey. Other accounts have raised concerns that the vehicle may have been overloaded and was not in a roadworthy condition at the time of the crash.
Dr Muyingo called on school proprietors, governing boards, headteachers, transport providers and parents to work together to ensure that the safety of learners remains the highest priority.

King David Junior School has announced a two-week closure following the devastating road crash that claimed the lives of several pupils and left dozens of others injured.
The decision to close the school was jointly taken by the municipal authorities and the school’s management, according to Pauline Nsangi, the Municipal Education Officer. It was announced this afternoon by the school’s Director of Studies, Alfred Mutenyu, who said the temporary closure would give pupils, teachers and families time to mourn and begin healing from the tragedy.
“We are closing for two weeks. Everyone who has a child should go to the staffroom for verification before we hand over the child,” Mutenyu told parents over the school’s public address system.
The announcement came as anxious parents filled the school compound, many seated outside classroom blocks while administrators worked with security agencies and health officials to verify the identities of victims, account for survivors and provide updates on injured pupils. School administrators said the verification process was intended to ensure that every child was released only to the right parent or guardian.
Each public announcement was met with complete silence as parents listened intently, hoping to hear news about their children. The quiet was often followed by subdued conversations as families tried to make sense of the unfolding tragedy.
For many, however, the agonising wait continued. Some parents rushed to the school gate whenever a vehicle entered the compound, hoping it carried surviving pupils. Others remained glued to their phones, desperately searching for official updates, hospital information or lists of those affected.
Mutenyu said pupils who survived the crash and had travelled on the study tour were expected back at the school later on Friday. They, too, would undergo a verification process before being reunited with their parents or guardians.
Meanwhile, teachers continued registering parents’ contact details while coordinating with security personnel and health authorities. Several parents appealed for timely and accurate information, saying the uncertainty surrounding their children’s fate had compounded their anguish.
Police officers and soldiers remained deployed at the school as the number of relatives, journalists and well-wishers steadily grew.
Amid the emotional scenes, tensions briefly flared when a grieving mother confronted a TikTok content creator who was filming her and asking how she felt. “How can you ask such a question?” the distraught woman cried as she attempted to grab the young man by the collar, prompting those nearby to intervene.
As Friday afternoon wore on, the school had become a place of mourning, prayer and anxious waiting. Families clung to hope while seeking confirmation about their loved ones, as the King David Junior School community struggled to come to terms with one of the darkest days in its history.

Police have arrested four suspects after recovering more than Shs54 million believed to be part of Shs200 million allegedly stolen from a woman by her own grandson, who reportedly handed Shs100 million to a traditional healer to “cleanse” the money.
The breakthrough came in the early hours of 16 July 2026 after police received intelligence that two men were moving around Nansana Heights Building in Ochieng One Zone carrying a bag suspected to contain a large amount of cash.
Officers from Yesu Amala Police Station tracked down the pair and arrested them. During the operation, police recovered Shs35,611,500 from the suspects.
According to police, the two men told investigators they had been asked to keep the money by Kafeero Ramathan.
The suspects later led detectives to Standard Rose Site Guest House, where Kafeero was arrested.
Preliminary investigations revealed that Kafeero is accused of stealing Shs200 million from his grandmother at her home in Lugazi. Police contacted the complainant and confirmed that the theft had already been reported at Lugazi Police Station.
A search of Kafeero’s room at the guest house led to the recovery of another Shs18,900,000 in cash. Detectives also recovered four newly purchased smartphones, a laptop and several household items suspected to have been bought using the stolen money.
While being questioned, Kafeero allegedly told investigators that he had given Shs100 million to a traditional healer identified as Salongo Kato Nsobya of Kavumba in Wakiso District to perform rituals he believed would “cleanse” the stolen money.
Police later arrested the traditional healer and searched his home.
Although officers did not recover the alleged Shs100 million, they found Shs120,000 in cash and a goat that investigators believe had been bought for use in the purported cleansing ritual.
All four suspects remain in police custody as investigations continue.
Police said the recovered cash and all other exhibits have been handed over to Lugazi Police Station, where detectives are continuing investigations into the theft.
At least 21 people, including 20 pupils and one adult, have been confirmed dead following a tragic road crash involving a school bus in Kapchorwa District, the Uganda Police Force has confirmed.
According to a police statement issued today, the fatal accident occurred on Thursday evening at Chekwatit Village, Kimawa Parish, Kawowo Sub-county.
The crash involved an Isuzu bus, registration number UA 108BQ, belonging to King David Junior School, located in Ndejje, Makindye Ssabagabo. Police said the identity of the driver has not yet been established.
Preliminary investigations indicate that the pupils had travelled to Sipi Falls in Kapchorwa District for an educational tour. While returning from the excursion, the driver reportedly lost control of the bus, causing it to veer off the road, crash into a large roadside stone, and overturn.
Police said the devastating crash claimed the lives of 20 pupils and one adult male at the scene. In addition, three adult males and several juveniles sustained injuries.
The injured were rushed to Kaserem Health Centre IV, Kapchorwa General Hospital, and Mbale Regional Referral Hospital, where they are receiving medical treatment. Authorities are still working to establish the identities of the survivors.
The bodies of the deceased have been taken to Kapchorwa Mortuary, where they await identification by relatives and postmortem examinations.
Police have launched investigations to determine the exact cause of the accident, with further updates expected as inquiries continue.
The Uganda Police Force expressed its deepest condolences to the bereaved families, the management, staff and learners of King David Junior School, and everyone affected by the tragedy. The Force also wished the injured a speedy and full recovery.
