Uganda ranks fifth among 199 countries in Passport Reports’ welcoming-country measure, which evaluates how easily foreign passport holders can enter a country. At the same time, the Uganda passport ranking places the Ugandan passport 129th globally in 2026, with a mobility score of 70 and access to 35.4% of destinations without a conventional pre-arranged visa requirement.
The mobility score is made up of 35 visa-free destinations, 30 destinations available through visa on arrival or other simplified entry arrangements, and five destinations accessible with an electronic travel authorization. A further 128 destinations are listed as requiring a visa in advance. The three easier-access categories add up to the mobility score of 70.
Africa remains Uganda’s broadest major regional access base
Within Africa, Uganda is ranked 18th among 54 passports. The report records total African access of 64.2%, comprising 16 visa-free destinations, 15 destinations with visa on arrival or simplified entry, and three with electronic travel authorization. Nineteen African destinations are listed as requiring a visa.
The Caribbean records the highest regional access rate in the report at 81.3%. Ugandan passport holders have visa-free access to 10 Caribbean destinations, simplified or on-arrival access to two, and electronic travel authorization access to one, while three are listed as visa-required. North America is shown at 52.2% total access and Oceania at 50.0%.
Access is lower in Asia and South America. Asia is recorded at 28.0% total access, including four visa-free destinations, nine with visa on arrival or simplified arrangements, and one electronic travel authorization destination. South America stands at 25.0%, with two visa-free destinations and one destination in the simplified or on-arrival category.
Europe, Gulf states and two other regions remain fully visa-required
The report lists all 47 European destinations as visa-required for Ugandan passport holders, producing a 0.0% easier-access rate for Europe. The same pattern appears across the six Gulf countries, the five Central Asian destinations and the 17 Middle Eastern destinations covered by the report, where every destination is listed as requiring a visa.
At destination level, the visa-free list includes Kenya and Rwanda for up to 180 days, Tanzania for 90 days, Zambia for 90 days and Zimbabwe for 90 days. Outside Africa, examples include Antigua and Barbuda and Barbados for up to 180 days, Fiji for 120 days, the Philippines for 30 days and Malaysia for 30 days with an arrival-card requirement. These periods and procedures are destination-specific entries in the report and should not be read as a single regional rule.
The electronic travel authorization category contains Côte d’Ivoire with pre-registration for up to 90 days, Ghana for up to 90 days, Saint Kitts and Nevis for up to 90 days, Seychelles with tourist registration for up to 90 days, and Sri Lanka for up to 30 days. The simplified-entry category also includes destinations where an e-visa is available in addition to the listed arrival arrangement.
Entry openness into Uganda stands well above outbound passport rank
The welcoming-country result measures the opposite travel direction from the passport ranking. Uganda’s fifth-place position reflects the relative ease with which foreign passport holders can enter Uganda, while the 129th-place passport ranking measures where Ugandan passport holders can travel. For editors covering inbound travel rules, the report’s visa requirements for entering Uganda therefore refer to foreign passports travelling to Uganda, not to Ugandan passport holders travelling abroad.
The report also identifies a broad set of reciprocity signals in which passports from other countries can enter Uganda through visa-free, electronic-authorization or on-arrival channels while Ugandan passport holders face a visa requirement for the corresponding destination. In the reverse category, where a foreign passport would require a visa for Uganda while the Ugandan passport receives easier access to that country, the report records no matching country.
2026 mobility is below the previous two years
The historical series shows Uganda’s mobility score at 58 in 2020, 61 in 2021, 71 in 2022, 73 in 2023, 74 in both 2024 and 2025, and 70 in 2026. The global ranking moved from 108th in 2020 to 127th in 2021, 129th in 2022 and 2023, 123rd in 2024, 119th in 2025 and 129th in 2026.
Taken together, the 2026 data show two different dimensions of travel access: Uganda is among the highest-ranked countries for ease of entry by foreign passport holders, while the Ugandan passport provides easier-access entry to 70 destinations under the report’s mobility methodology. Of those 70, 35 are visa-free, 30 use visa-on-arrival or other simplified arrangements, and five use electronic travel authorization; 128 destinations remain in the visa-required category.
