Police have made a breakthrough in investigations into the murder of former Sports Club Villa captain David Owori after tracing his stolen mobile phone and linking some of the suspects already arrested to a series of violent robberies in Kampala.

Owori was attacked near his residence on August 4, 2026, and robbed of his mobile phone and other personal belongings before later succumbing to injuries sustained during the attack.

According to Police, tracing Owori’s phone provided crucial intelligence that helped detectives identify individuals allegedly involved in the trade and disposal of stolen electronic devices. The investigation has since widened, with detectives establishing possible links between some of the suspects and other violent robbery incidents in Nsambya, Nabisaalu and Makindye.

Four suspects; Ahumuza David, Lubega Martin, Ssegawa Francis and Munguci Elvis, have been strongly linked to additional crime scenes, Police said. The suspects are among those connected to the alleged robbery of a Congolese national in Makindye Division on August 4, the same night Owori was attacked. The victim was reportedly assaulted with a blunt object before losing a mobile phone and other valuables.

Police have also linked Ahumuza David and Magumba Arafat to an earlier aggravated robbery involving Mugisha Edrisa in Makindye Division on July 31. Edrisa was allegedly struck with a blunt object during the incident.

The emerging connections have strengthened Police investigations into what appears to be a wider network involved in violent robberies and the subsequent disposal of stolen electronic devices. Police said stolen phones and other gadgets are often channelled through networks of people who buy, store, sell or conceal property whose legitimate ownership or source cannot be satisfactorily established.

Police warned that the market for suspiciously cheap electronic devices creates an avenue for criminals to dispose of stolen property and can encourage further violent robberies.

The public has therefore been urged to avoid buying phones, tablets, computers and other valuables at suspiciously low prices or from dealers who cannot establish the legitimate source of the items. Buyers have also been advised to purchase electronic devices from known dealers and verify IMEI or serial numbers where possible.

Police further encouraged members of the public to report suspected stolen property or dealers dealing in stolen goods to the nearest Police station. Victims of theft and robbery were also urged to provide proof of ownership when seeking the recovery of their property.

One of the hottest topics in the country right now is the controversy surrounding the Kampala-Entebbe Express Highway and the proposed changes to its user fees.

The Parliamentary Committee on Physical Infrastructure has called for the immediate termination of the operator’s contract, recommending that the Ministry of Works and Transport takes over the road’s operations and maintenance.

Amid the ongoing debate, singer Liam Voice has weighed in on the matter, laughing off some of the reasons reportedly given by the operators to justify increasing the fees charged to motorists using the expressway.

According to Liam Voice, citing the rising price of sugar as one of the reasons for the proposed increase is difficult to understand, arguing that some of the explanations surrounding the matter are frustrating rather than amusing.

The diplomats are busy discussing increasing the Express Highway fares depending on how the charges have always been paid. But one of the reasons they are giving is the increased price of sugar. But this country! There are some issues you look at and just laugh them off. You don’t laugh because the matter is funny; you laugh because of anger and bitterness. Imagine, does the Express Highway consume sugar?

The singer further argued that while rising sugar prices already put pressure on ordinary citizens’ budgets, increasing expressway charges would only add to their financial burden.

I believe that when there is a hike in sugar prices, as a citizen, you just get to know that your usual budget has stretched a bit. And now these guys also just want to stretch it further. It hurts me that such are the kind of people who sit in board meetings and plan what we need as a country.

During the parliamentary debate, the committee also recommended that the Uganda Revenue Authority (URA) takes over toll revenue collection and introduces electronic payment systems.

The committee further called for a forensic audit of the Egis/Pinnacle tolling system to establish and recover lost government revenue, including UGX 314.355 million reportedly linked to alleged illegal free passes.
