    The Chief Coordinator of Operation Wealth Creation (OWC) and Senior Presidential Adviser on Defence and Security, Gen. Caleb Akandwanaho, popularly known as Salim Saleh, has appointed former Pader Resident District Commissioner (RDC) Dusman Okee as his new spokesperson.

    Okee, a long-serving government administrator, is expected to spearhead communication for the Office of the Chief Coordinator of Operation Wealth Creation, one of the government’s flagship initiatives aimed at boosting household incomes and wealth creation.

    Before his latest appointment, Okee served as RDC for Pader District, where he became known for mobilising communities, coordinating government programmes and overseeing security matters.

    His appointment signals Gen. Saleh’s confidence in Okee’s experience in public administration, government communication and stakeholder engagement.

    Throughout his years in public service, Okee has built a reputation as a disciplined cadre and a committed advocate of government programmes, working closely with local leaders and communities to implement national policies.

    As spokesperson, Okee will now be responsible for communicating the activities, policies and strategic direction of Gen. Saleh’s office, as well as engaging with the media and the public on matters concerning Operation Wealth Creation.

    The appointment comes as OWC continues implementing government interventions aimed at improving agricultural productivity, promoting commercial farming and increasing household incomes across Uganda.

  • Uganda discharges last Ebola patient

    Uganda has no active confirmed Ebola cases after the last patient receiving treatment at the Mulago National Referral Hospital Isolation Centre was discharged following a full recovery.

    The patient, a Congolese national, thanked the medical team for the care and support that helped him overcome the disease.

    The discharge was officiated by Health Minister Dr Chris Baryomunsi, who presented the survivor with a certificate to mark the occasion. He described the development as a significant milestone in Uganda’s efforts to contain the outbreak of the Bundibugyo strain of the Ebola virus.

    With the last patient now discharged, Uganda enters the World Health Organisation’s mandatory 42-day monitoring period. If no new confirmed cases are detected during this time, the country will officially be declared Ebola-free.

    Dr Baryomunsi also commended the health workers who managed the outbreak, praising their dedication and bravery in treating patients with a highly infectious disease.

    “Not everyone has the courage to take on the task of treating a highly infectious disease, but our health workers accepted that responsibility,” he said.

    According to the Ministry of Health, Uganda recorded 20 confirmed Ebola cases during the outbreak, including two deaths. The recovery and discharge of the final patient marks a major step towards bringing the outbreak to an official end.

    With just five years left before Uganda’s target of ending HIV/AIDS as a public health threat, universities are facing renewed scrutiny over how much they are actually doing to prevent new infections among young people on their campuses.

    Health officials say that despite years of investment and expanded epidemic control programmes, students remain among the groups most vulnerable to HIV, largely due to risky sexual behaviour, limited access to prevention services, and persistent gaps in awareness.

    Central to the concern is whether universities are complying with the national HIV policy requirement to set aside 0.1 percent of their budgets specifically for HIV prevention initiatives targeting staff, students, and surrounding communities. According to health officials, institutions that fail to allocate this funding are simply not meeting national policy.

    At Kyambogo University, student leaders say several initiatives are already in place to protect students, including medical camps offering HIV testing and condom distribution. Guild President Edward Agaba acknowledged that while these interventions are ongoing, some students continue engaging in risky sexual behaviour, urging them to practice safe sex and know their status.

    At Makerere University, student leaders say they are working alongside the university hospital to strengthen prevention efforts. Guild Health Minister Ebenezer Wamezaya said the university is planning a health week that will offer free HIV testing and distribute preventive materials to students, alongside a push for peer education programmes designed to get students talking more openly about sexual and reproductive health.

    Beyond individual university efforts, health organisations have also ramped up engagement with students through forums and awareness campaigns. Jackson Chekweko, Executive Director of Reproductive Health Uganda, said reaching young people directly is key to shifting behaviour and improving access to accurate information, pointing to the organisation’s youth-hosted online radio content on sexual and reproductive health as one tool that makes it easier for students to engage with their peers. He added that the organisation also runs annual inter-university dialogues bringing students together to discuss these challenges.

    The Uganda AIDS Commission is placing the responsibility squarely on universities, saying institutions need to establish strong HIV prevention programmes of their own before seeking external support. Dr Daniel Byamukama, head of HIV Prevention at the commission, said universities should set up their own measures first, stressing that the commission stands ready to help but institutions must not fail to meet the national policy on budget allocation for prevention.

    A 2024 report by the Uganda AIDS Commission found that more than 5,000 new HIV infections occurred among young people aged 15 to 24, underlining just how high the stakes are for this age group specifically.

    As Uganda works toward its 2030 HIV elimination target, health experts say young people themselves need to take greater responsibility for their health, whether that means knowing their HIV status, practising safe sex, or abstaining altogether. Sustained prevention efforts within university communities, experts argue, will be critical to cutting down new infections and HIV-related deaths in the years ahead.

    DEADLY MEAT PANIC! 5 Die, Livestock Movement Banned as Suspected Anthrax Hits Sheema

    Fear has gripped Sheema District after five people reportedly died and nine others were hospitalized in critical condition following the consumption of meat from a cow suspected to have died of anthrax, prompting authorities to impose an immediate ban on livestock movement and meat-related activities.

    The drastic measures were announced by Sheema Resident District Commissioner (RDC) and District Task Force Chairperson Jane Asiimwe Muhindo, who ordered the suspension of livestock movement, closure of slaughter centres and a ban on roadside meat roasting across the district as officials race to contain the suspected outbreak.

    The victims are reported to have eaten meat from the animal in Nshungyezi, Kashozi Division, Sheema Municipality. Health officials are still awaiting laboratory confirmation from the National Reference Laboratories to establish whether anthrax caused the deaths.

    Following an emergency District Task Force meeting held on July 14, 2026, authorities resolved to impose immediate restrictions aimed at preventing the possible spread of the disease.

    Under the new directives, all slaughtering of cattle, goats, sheep and pigs in Kashozi Division has been suspended. Movement of livestock into and out of the division has also been prohibited until further notice.

    The Task Force further ordered an immediate halt to all roadside and open-air meat roasting, commonly known as Kisiigiri, throughout Sheema District.

    Residents have been warned never to slaughter or consume animals that die suddenly. Instead, any unexplained livestock deaths must immediately be reported to veterinary authorities, and carcasses should not be opened or handled.

    Health officials have also urged anyone who handled the suspected meat, came into contact with the dead animal or develops symptoms such as skin lesions or other signs of illness to seek medical attention at the nearest health facility without delay.

    Veterinary and health teams have been dispatched to intensify community sensitisation campaigns and monitor the situation in affected areas.

    In a letter addressed to the Chief Administrative Officer, RDC Jane Asiimwe Muhindo directed local leaders, veterinary officers and health workers to enforce the preventive measures while urging the public to promptly report any suspected human or animal cases.

    She warned that should the current interventions fail to contain the situation, authorities would introduce even stricter control measures to safeguard public health.

    Authorities have appealed for calm as investigations continue, urging residents to cooperate fully with health and veterinary officials while awaiting laboratory confirmation of the suspected anthrax outbreak.

    Speaking at the event, Hellen Musubika Kanobere, Acting Head Mortgages and Consumer Banking at Housing Finance Bank, said the Bank’s participation reflects its commitment to supporting sustainable communities and expanding access to quality housing.

    Victoria University Vice Chancellor Lawrence Muganga says he has no regrets over his failed appointment as State Minister for Internal Affairs, insisting he is satisfied with his current role and has no desire to compare himself with government officials.

    Speaking about the controversy, Muganga said he is well rewarded in his position at the university, revealing that his monthly earnings are more than double the salary of a Cabinet minister.

    “As I speak, I am very happy with the job I have. I am paid so well. No minister gets the amount of money I earn every month. In fact, I earn more than double their salary,” he said.

    Muganga’s nomination for the ministerial position sparked widespread public debate after Parliament’s Appointments Committee rejected it over concerns about his citizenship status.

    The committee ruled that he had failed to provide evidence showing he had formally renounced his Canadian and Rwandan citizenships, a constitutional requirement for anyone seeking appointment to the office.

    Despite the setback, Muganga says the decision has not affected his focus, adding that he remains committed to leading Victoria University and has moved on from the failed appointment.

    The vetting process also exposed tensions between Muganga and Deputy Speaker Thomas Tayebwa, who chaired the Appointments Committee during the hearings.

    However, Muganga says he holds no grudge against the Deputy Speaker and hopes they will one day meet to clear the air.

    “I do not wish him any bad. I believe one day we shall sit down together and sort out these issues because I would like to understand why he said what he said about me,” Muganga said.

    Ugandan judiciary rejects order to stop calling judges My Lord

    Uganda’s Judiciary has rejected a directive issued by the Uganda Law Society (ULS) instructing lawyers to stop addressing judges as “My Lord” or “My Lady” and to abandon the longstanding practice of bowing before judicial officers in court.

    The directive, signed by ULS President Isaac Ssemakadde, argues that such titles and courtroom customs are “feudal and colonial honorifics” that elevate judges above the citizens they serve.

    The lawyers’ body said the reforms are intended to decolonise Uganda’s justice system, restore dignity to litigants, and eliminate practices it describes as outdated and humiliating.

    Under the new guidance, the ULS instructed its members to stop using titles such as “My Lord”, “Your Lordship”, “My Lady” and “Your Worship”. Instead, advocates are encouraged to address judicial officers as “Mr Justice”, “Madam Justice”, “Mr Judge”, “Madam Judge”, “Mr Magistrate”, “Madam Magistrate”, or simply use their surnames where appropriate.

    The society also directed lawyers to remain standing upright while addressing the court, saying advocates and litigants should “speak as free citizens” without engaging in acts of physical subservience such as bowing.

    However, Judiciary spokesperson James Ereemye dismissed the directive, saying the ULS has no authority to determine how judges should be addressed in court. Ereemye said the Judiciary would continue to require the established courtroom decorum, maintaining that lawyers must adhere to the traditions recognised by the courts.

    Like many former British colonies, Uganda inherited much of its legal system and courtroom etiquette from the United Kingdom.
