Uganda’s 12th Parliament has sworn in 527 of 529 MPs, with Dr. Michael Bukenya expected to take oath next week while a by-election awaits the late Hellen Nakimuli’s seat.
Kampala – As Uganda’s 12th Parliament kicks off business following a vibrant three-day swearing-in ceremony, only two gazetted MPs are yet to take the oath of office — one deceased and the other currently out of the country on official duties.
It emerged on Friday that Dr. Michael Bukenya Iga, the Member of Parliament for Bukuya County in Kassanda District, is the only living MP yet to be sworn in. The second is the late Hellen Nakimuli, the Kalangala District Woman MP who passed away on April 19, 2026, after suffering complications during surgery. A by-election for her seat is expected next month.
Parliamentary authorities are fully aware of Dr. Bukenya’s absence, the lawmaker confirmed to Watchdog Uganda.
The colourful swearing-in exercise took place from May 13 to 15, 2026, at Parliament grounds. The three-day event was filled with pomp, traditional performances, emotional family moments, and vibrant displays as newly elected and returning legislators took the Oath of Allegiance and the Oath of Member of Parliament. By the end of the ceremony, 527 members had been sworn in, out of the total 529 members that make up Uganda’s 12th Parliament. The House is scheduled to hold its first sitting on May 25, 2026.
Speaking to this website, Dr. Bukenya, who is currently abroad on official duties, said he will take his oath immediately upon return next week.
“Parliament is fully briefed about my official assignment abroad. There is no issue at all. As soon as I touch down next week, I will present myself for the swearing-in ceremony,” he stated.
Dr. Michael Bukenya Iga, popularly known as Kyabikoola, is a seasoned obstetrician and gynaecologist with a Master’s degree in the field. He has represented Bukuya County on the NRM ticket for multiple terms. The legislator has built a reputation for pushing health sector reforms, including contributions towards the National Health Insurance Bill, and previously chaired parliamentary sub-committees on medical services. In his constituency, he is credited with initiatives in healthcare improvement, infrastructure development, and women’s empowerment programmes.
Dr. Bukenya’s delay is described as purely logistical and has no bearing on the smooth operations of Parliament. Once sworn in, he will fully resume his legislative duties representing the people of Bukuya County.
