Museveni joked that he deliberately paired newly appointed Local Government Minister Balaam Barugahara with Justine Nameere as his junior to unleash their vocal energies on corrupt local officials.
According to the President, Nameere already had a well-known reputation for being outspoken and confrontational. Seizing the opportunity during the recent Cabinet reshuffle, Museveni decided to team the two vocal figures up to tackle inefficiencies in local government.
