The Chairperson of the Uganda Human Rights Commission (UHRC), Mariam Wangadya, has publicly criticised President Yoweri Museveni over the people he appoints to the constitutional body, accusing him of filling the Commission with failed politicians instead of qualified professionals.
Speaking candidly, Wangadya said the President’s appointments suggest that he does not accord the Commission the respect it deserves despite its critical role in protecting the rights of Ugandans.
“I have concerns to my President. He has persistently shown us that he does not respect this institution,” Wangadya said.
She argued that many of those appointed to the Commission are politicians who failed to win elective positions and later secured appointments instead.
“When I look at the people he appoints to this Commission, it appears he has turned the Commission into a dumping ground for failed politicians. Politicians who lose elections and run to him for appointments end up being appointed to this Commission,” she said.
Wangadya stressed that the Uganda Human Rights Commission is one of the country’s most important constitutional institutions, entrusted with safeguarding the rights and freedoms of citizens.
She, however, said that some of those appointed to oversee that mandate lack the qualifications and competence required for the job.
“This Commission has the biggest mandate regarding the rights of Ugandans, but the people you appoint to this Commission do not qualify. Mr President, put respect in this Commission,” she said.
With her tenure set to end in September next year, Wangadya appealed to President Museveni to prioritise merit when appointing the next leadership of the Commission.
She also criticised some serving commissioners, accusing them of failing to contribute meaningfully to the Commission’s work and instead engaging in internal conflicts.
“You dumped here people who have no credibility. They do nothing except fight their bosses. They have added no value to this Commission,” Wangadya said.
