Uganda’s bars and Malwa joints will face tighter operating-hour restrictions after Local Government Minister Balaam Barugahara Ateenyi directed local authorities to enforce a 3 PM opening time on working days.
The minister issued the directive to LC5 chairpersons, city mayors, division mayors and council speakers as part of wider measures targeting early-morning drinking, community productivity, alcohol regulation and betting operations.
Balaam wants local leaders to discourage people from spending their mornings drinking instead of working.
Local leaders should take the lead in discouraging early-morning alcohol consumption.
The minister linked early-morning drinking to idleness, family problems and rising crime in communities.
He also called on local authorities and security agencies to strengthen enforcement.
Under the directive, bars, Malwa joints and other alcohol outlets should open only after 3:00 pm on working days, subject to national laws, licensing requirements and lawful local government regulations.
Balaam also warned operators who repeatedly ignore lawful opening-hour restrictions.
Bars and alcohol outlets that repeatedly defy lawful operating-hour directives should be closed.
The minister further ordered authorities to crack down on businesses that sell or supply alcohol to people under 18.
He called for the arrest and prosecution of operators who break the law.
The directives now put local leaders, enforcement officers and security teams in charge of ensuring that alcohol outlets follow the new requirements.
Balaam’s measures also target betting operations, with local authorities expected to regulate betting hours within their jurisdictions.
The broader directives form part of the minister’s push for greater local government accountability, community productivity, and stronger enforcement of regulations.
