Gen. Muhoozi Kainerugaba, the Chief of Defence Forces of the Uganda People’s Defence Forces (UPDF), has threatened to arrest his brother-in-law Odrek Rwabwogo, saying he will take action against him after accusing him of criminal conduct.
In a series of posts on X on Friday, August 28, 2026, Gen. Muhoozi issued what he described as his “last warning” to Odrek, saying he would soon be arrested.
“Arresting Odrek is the simplest thing I have ever done. I will do it,” Gen. Muhoozi said.
He added: “This is my last warning to that fool Odrek. From now on it will be actions. I hope Ugandans understand me?”
Gen. Muhoozi further said that, in his capacity as Deputy Commander-in-Chief of the Armed Forces, he would arrest Odrek and “bring peace to our people.”
The remarks appear to deepen an increasingly public dispute involving Odrek, whom Gen. Muhoozi described as having been imposed on him by his parents.
“If Odrek thinks hiding behind my sister will save him, he is joking!” Gen. Muhoozi said.
He also stated that he had never approved of Odrek and instead recognised Edwin Karugire as his only brother-in-law.
“Odrek was forced upon me by my parents. I NEVER approved of him. I approved of Edwin Karugire. Edwin is the ONLY brother in law I have. He is the ONLY one I know,” he posted.
Gen. Muhoozi also called on parents to listen to the views of their sons, saying: “Parents must learn to listen to the voices of their sons.”
PACEID to be dissolved:
In another post, Muhoozi announced the dissolution of Odrek’s Presidential Advisory Committee on Exports and Industrial Development (PACEID), saying its functions, budgets and responsibilities would be transferred to Operation Wealth Creation (OWC).
“We are officially dissolving PACEID as an organisation. All its functions, budgets and responsibilities will be taken over by Operation Wealth Creation. This starts immediately,” he said.
He added that Odrek’s status was still being discussed and warned that “so called ‘Brothers in law’” would also be disciplined.
Gen. Muhoozi further directed the Ministry of Finance to redirect $14 million that he said had been intended for Odrek to the UPDF.
“Ministry of Finance is advised to send all the $14 million they wanted to give the criminal Odrek to UPDF. We will build more accommodation for soldiers with it,” he said.
Warning to media:
The UPDF chief also warned members of the Ugandan media whom he accused of increasingly supporting the Patriotic League of Uganda (PLU), a political pressure group associated with him.
“I want to advise all members of the Ugandan media who are increasingly becoming supporters of PLU. Do not become complicit in the thievery of illegal organisations like PACEID. You will be held accountable too,” Gen. Muhoozi said.
The statements raise questions about the legal and institutional basis of the proposed dissolution of PACEID and the alleged transfer of its functions and budget to OWC. They also come amid Gen. Muhoozi’s public criticism of Odrek, with the latest posts escalating the dispute to threats of arrest and disciplinary action.
