The Assistant Resident City Commissioner (ARCC) for Jinja City, George Mubiru, has raised concerns over alleged corruption and misuse of public funds within the city administration, calling for investigations and greater accountability among public officials.
Mubiru made the remarks while appearing on a local radio talk show on 92.1 OP FM in Jinja City, where he accused some technical staff and city officials of allegedly mismanaging public resources.
He said he would continue speaking out against suspected corruption and called for those found culpable to be held accountable.
One of the cases he cited involved funds reportedly provided to facilitate the relocation of two boreholes in Jinja Northern Division following compensation associated with the Standard Gauge Railway project.
“Standard Gauge Railway, in Jinja Northern Division, compensated money to relocate two boreholes to another place,” Mubiru said.
He alleged that the responsibility for relocating the boreholes was assigned to a former division engineer who has since reportedly been transferred to Jinja Southern Division.
“The officer allegedly received the money, but up to now there is no evidence that the boreholes were relocated,” he said.
Mubiru questioned why such cases had allegedly not resulted in disciplinary or legal action, urging city authorities to establish what happened to the funds and whether the intended works were carried out.
He also criticised the manner in which some public officers accused of wrongdoing are handled, alleging that officials are sometimes transferred rather than subjected to investigations or disciplinary proceedings.
According to Mubiru, such practices can undermine public confidence and raise questions about the effectiveness of internal accountability mechanisms.
He further accused some officials of publicly criticising the Government for failing to deliver services while allegedly mismanaging resources allocated for public programmes.
“It is shocking that the same individuals blame President Museveni and his Government for doing nothing, after stealing what the Government sends,” he said.
Mubiru maintained that his willingness to raise concerns about service delivery and alleged misuse of public resources has made him unpopular with some individuals within the city administration.
He said he had faced criticism and attempts to undermine his reputation because of his outspoken approach, but insisted that he would remain committed to raising issues affecting residents.
As a public administrator, Mubiru said he would continue to advocate for accountability, transparency and improved service delivery in Jinja City.
The allegations raised by Mubiru have not been independently verified. The city authorities and the officials he referred to would need to respond to the claims and provide clarification on the alleged borehole relocation funds and other concerns.
